| This article researches on Dabieshan Mountain, which is directed by some scientific theories such as the theory of public goods, the external theory and the sustainable development theory and so on. On the basis of collecting data and surveying documents, the article also determines the range of the eco-compensation within the study area. It accounts the standard of the eco-compensation within the study area by using the ecological value method, Land carbon emission method and Spillover Effect method. And then it puts forward basic framework of the mechanism for the eco-compensation within the study area. Thereby it combines theoretical with operational, qualitative assessment with quantitative evaluation, research with example analyse, whose aim is to provide theoretical guidance and practical advice for the protection of the ecological environment of the ecological functional zone in Dabieshan Mountain.It summarizes the service functions that ecosystem provide after the research on the basis of ecological compensation theory and its contents. And by the research, we determine the concrete object of ecological of the debt service and eco-compensation.By combining the natural environment and the eco-functional regionalization of Dabieshanshan mountain area in west Anhui, we divide the range of eco-compensation in ecological of the debt service area and eco-compensation area. Also we still distinguish the benefits of the ecological function area for related groups.Based on the ecologic value accounting and spillover effect accounting, we put forward to the compensation standard accounting system of the ecological function area in Dabieshan Mountain area. And we also construct the ecological value accounting model and the spillover effect accounting model. The cost of ecological compensation standard of the ecological value accounting is 33.959 billion yuan.The cost of ecological compensation standard of Land carbon emission method is 14.635 billion yuan,while it will cost 5.082 billion yuan by the spillover effect accounting model. The total expense on eco-compensation we deserve in mid-long-term is 6.455 billion yuan. Thereby we arrive at totally different solutions for policymakers to choose.After overall consideration about the facts such as the economy, society and policy of the ecological function area in Dabieshan Mountain area, we construct the general framework of the mechanism for the eco-compensation in this area, including management mechanism, capital operation mechanism, and system security mechanism. By the cooperation of these mechanisms it can insure the mechanism for ecological compensation will be implemented. |
