In recent years,constrained by the weak international economic recovery and the long-term low international crude oil prices,the development of marine engineering enterprises is facing many challenges.They have to face not only the cruel market competition at home and abroad,but also the pressure of improving internal quality and efficiency and increasing cost.How to survive and develop has become a problem that enterprises have to think about.PJ Company has been established for more than ten years.After years of operation and accumulation,the company has the ability to go up to a higher level,to show Chinese manufacturing capability and to shape the brand image of Chinese enterprises on a higher platform.But it also faces the situation that there are pacesetters in the front and pursuers in the rear.To break through the market predicament,improve the service level,move forward the value chain,shape the image outside and strengthen the ability inside,PJ company must consolidate the foundation of development,strengthen the internal strength of the enterprise,boldly seek benefits from management,and actively develop to management.Taking the construction of PJ company's project manager performance appraisal system as an example,this paper briefly expounds the industry development background,industry trend,market pattern and the development characteristics of offshore engineering manufacturing enterprises,describes the characteristics of project management,and comprehensively analyses the current situation of PJ company's project manager performance appraisal,explores and summarizes the main existing problems,including the project Manager appraisal body.The system of assessment indicators is relatively simple and needs to be perfected.The definition of quantitative indicators is more qualitative,and the interpretation of quantitative indicators should be clearer.The overall set of indicators is poor and the logic is unclear.The setting of evaluation subjects and weights needs to be optimized,especially the direct statement of their work.The evaluation of human rights should be more reasonable,and the supporting system of performance appraisal needs to be improved.This paper combs the optimization direction of the project manager performance appraisal system,adheres to the principles of strategic landing orientation,team orientation,SMART,effective incentive,and through the comprehensive comparison of goal management,KPI and balanced scorecard and other tools,determines to reconstruct the PJ company project manager performance appraisal system with KPI.Through interviews and questionnaires,this paper interviews senior managers and understands PJ company's vision goals and three to ten years' operating objectives.On this basis,it uses KPI key performance indicators tools to decompose layer by layer,establishes key success areas and key performance factors of project managers'performance appraisal,and optimizes the key performance indicators system of project managers.In order to ensure the smooth implementation of the performance appraisal system for project managers,this paper puts forward corresponding safeguard measures,and puts forward suggestions and suggestions from the source of management,that is,strengthening the landing,implementation and promotion of the system from three levels of organizational security,institutional security and cultural security.In this paper,the performance appraisal system of PJ company is elaborated comprehensively,and the project manager performance appraisal system based on KPI key performance indicators is established,which has a certain reference significance for the construction of the performance appraisal system of project managers in similar enterprises of ocean engineering.
