Coal is the main source of energy in China.Since 2012,when the economic downside entered a period of depression,the operating efficiency of the coal industry has continued to decline,especially the high internal and external costs of enterprises,together with the"demineralizationt","one-size-fits-all" and other points of view,seriously restricted the development of the coal industry.The green development direction put forward in the 13th five-year Plan points out that the supply-side structural reform is an important strategy that can guide the economic development of our country,and it is also an inevitable choice to adapt to the new normal of China's economic development.Coal industry is listed as the focus of implementation.In the future,the development of coal industry in China will be closely related to the effectiveness of the reform.As China's basic energy coal industry needs revolution,the industrial structure should gradually change from single production to coal-based,diversified development mode,and the implementation of supply-side structural reform in coal industry becomes urgent.SH is the largest and most modern coal enterprise in China and the largest coal distributor in the world.It has the general characteristics of the high cost of the industry.How to effectively control the cost is a major problem for the company's policy makers.Taking SH's cost control measures as an example in the new environment of supply-side structural reform,the aim is to provide some feasible suggestions for cost control in other industries in the future.It also provides some references for local governments to carry out supply-side reform strategy.The paper adopts three research methods:literature research method,case analysis method and comparative analysis method.Firstly.it introduces the basic situation and cost structure of SH company,and summarizes the problems existing in the aspects of outsourcing,warehousing and labor before the supply side reform and summarizes the causes of the problems.Secondly,based on the supply side reform background,the optimization plan of SH company's cost control is proposed.Based on the principle of time,economy and full intervention,optimization measures are proposed for raw material cost,investment cost,labor cost,production efficiency and unit energy consumption.Finally,in order to ensure the perfect adaptation of SH's cost control and supply-side reform policies,the relevant safeguard measures are discussed from the external and internal perspectives to ensure that SH Company can maintain outstanding performance even in the weak development of the coal industry.
