In response to the slowdown of global economic growth and profound changes of domestic economy,China has put forward a package of measures to stimulate economic development.It is an important content of supply side structural reform to speed up the capacity reduction of iron and steel industry,which is also the only way to realize the transformation and upgrading of China's economic development.But with the steel industry's capacity continues to compress,a large number of steel workers have to face the situation of relocation.Solving the problem of workers' resettlement has become an important part of capacity reduction.Handan city as a typical steel city,in order to achieve the transformation and upgrading of the steel industry,it must solve the placement of workers.The main purpose of this paper is to study and analyze the problems existing in the placement of employees in Handan Iron and steel enterprises,find out the causes of the problems,and put forward suggestions for the placement of employees in the context of de-capacity of Handan Iron and steel enterprises,so as to better guarantee the placement of employees.Based on the current situation of employee placement in Handan Iron and steel enterprises and comparing the research results in the academic field at home and abroad,this study analyzes the implementation effect of the current policy of employee placement in iron and steel enterprises by means of field investigation,interview,literature research and questionnaire.It is found that in the process of employee placement,the main responsibility of the enterprise,the security mechanism of the government,the role of social security and the exertion of individual subjective initiative are insufficient and short board.In view of these problems and deficiencies,this paper puts forward suggestions on how to improve the resettlement measures from four aspects: the main responsibility of the enterprise for the resettlement,the government's active role in guiding and ensuring the resettlement,the society's full play to the influence of the resettlement and the exploration of the potential of the individual development of the resettlement workers.
