Process Optimization Of Emissions Trading In F Province

Compensable use and trading of emissions rights is an effective means to improve the efficiency of environmental resource allocation,promote pollution control and improve environmental quality.Since 2014,F province has conducted pilot work on emissions trading.The procedures include four main links:quantitative,application,trading and registration.The transferor and the transferee should apply to the environmental protection authority and H emission trading institution respectively.In this paper,the emissions trading process in F Province is elaborated from the perspective of pollutant discharge units and the emissions trading reserve and management agencies.In this paper,5Why analysis and telephone interviews are used to analyze process customer needs of the emission trading process.Then,selecting the transfer process of emission trading of construction project which increase emission trading and adopt public bidding transaction mode as a typical process management object.Use the table analytic method of ASME and flow charts to analyze the influencing factors of each link in the process.On the basis of process analysis,classify the influencing factors and clarify the direction of process optimization.After that,the ESIA method is adopted to optimize the emission trading process through elimination,simplification,integration and automation,and the process optimization is evaluated from two aspects:meeting the needs of process customers and comparing the process time before and after optimization.The evaluation results show that the optimization measures not only meet the needs of process customers,but also achieve the goal of reducing transaction time.According to the theory of process management,this paper studies and optimizes the emission trading process of F province,and puts forward feasible measures of process optimization.This method has certain reference value for the same type of service process optimization.
