Over 80% of the power plants are coal-fired for power generation, which induce a mass of sulfur dioxide emission and bring serious environment pollution problems. So how to reduce the pollutant emission is one of important issues that should be solved urgently. In response, China's SO2 emissions management system is constantly improving.Flue Gas Desulfurization Circulating Fluidized Bed (CFB-FGD) technology a new semi-dry flue gas desulphurization technology, a product easy to deal with desulfurization equipment covers smaller space needed, reliable operation, maintenance-friendly operation, low investment costs advantages, China's most suitable for a desulfurization technology. However, operating costs too high desulfurization technology in China is restricting the development and application of the main factors.SO2 emissions charging system is SO2 emissions management system of China's current system; It China's environmental protection and SO2 pollution control in China played a very important role. SO2 emissions permit system comes from abroad, many countries have it as an effective means of SO2 emissions control, it has procedures and standardized. And Government has in Jiangsu Province, Henan Province, Shanxi Province, and several other provinces launched a pilot project. Based on these two SO2 emissions management systems this paper establishes two CFB-FGD process optimization models, Realize the effectiveness and economy of circulating fluidized bed flue gas desulfurization only by changing operation parameters, but not changing craftwork or add instrument has become an important.Through the in-depth research and analysis of the CFB-FGD system and the process of, process models, including the desulfurization model, power model and the separation efficiency model. And restrictive conditions of process optimization model constraintsBased on the study of two SO2 emissions management systems, establishes optimization model based on the SO2 emissions charging system and the optimization model based on the SO2 emissions permit system.Optimize and solve two models by more parallel optimization methods, and comparative analysis of the results of optimized, Simulation results show that, compared to SO2 emissions charging system, SO2 emissions permit system can make enterprises use less power to achieve greater cost of SO2 emission reduction, more conducive to the promotion of desulfurization equipment, and the total quantity of SO2 emissions control.
