Research On Process Control And Evaluation Of Environmental Supervision For Chemical Engineering Construction Projects

Environmental supervision is still in pilot and exploratory stage in our country,only a few pilot provinces have issued relevant laws,administrative regulations and technical specifications,but the evaluation of environmental supervision's effect is still at the qualitative description stage of blurred,it is bad for the sustainable development of environmental supervision.Chemical engineering construction projects' impact on the environment is not only reflected in the operation period,also reflected in the construction period and commissioning period.At present,China's main environmental managements of construction projects are environmental impact assessment system and "three simultaneity" system,they are focus on the environmental protection approval and final acceptance of construction projects,lacking of effective environmental supervision and management in construction period and commissioning period of construction projects,environmental supervision can just make up for the shortage,making "advance" and "afterwards" control the whole process control.The paper establishes scientific and systematic evaluation index system on the basis of analyzing the working points in different periods of the environmental supervision of chemical engineering construction projects and constructs the comprehensive evaluation model,in order to evaluate the effects of various environmental supervision,making it by qualitative evaluation into quantitative evaluation,and inspecting,diagnosing and improving environmental supervision work according to the evaluation results,providing technical supports for the similar engineering environmental supervision work,improving the supervision level of supervision unit at the same time,continuing to improve and optimize the environmental supervision work,promoting the sustainable development of environment supervision.The paper establishes evaluation index system of environmental supervision of chemical engineering construction projects during the construction and commissioning period based on the literature analysis method and expert consultation method(The evaluation index system of construction period has 3 level indexes,9 secondary indexes and 25 tertiary indexes;commissioning period has 6 level indexes,19 secondary indexes),using improved analytic hierarchy process method(AHP)to calculate the weight of each index of the evaluation index system of the construction and commissioning period,establishing comprehensive evaluation model by using the fuzzy comprehensive evaluation method(FCE).All levels of index evaluation grade standard is divided into four levels: [poor general good excellent].The research results of this paper have an empirical application in environmental supervision work of a certain chemical construction engineering project,evaluating environmental supervision‘s effects of the construction and commissioning period and making a comprehensive evaluation of the overall effect of the environmental supervision,analyzing the evaluation results,and putting forward improvement measures.The research results show that the evaluation result of the project's environmental supervision's effect during the construction period is [0.0350 0.3407 0.2530 0.3713],evaluation result of the project's environmental supervision's effect during the commissioning period is [0.0963 0.0902 0.4923 0.3212],evaluation result of the overall environmental supervision's effect is [0.0595 0.2405 0.3487 0.3513].According to the maximum membership degree principle,the environmental supervision's effect of the construction and the overall period is excellent,the commissioning period is good.
