| With the rapid development of country’s economy and information technology,the information technology highway have also accelerated the development of the pace and the provincial road network has also taken shape.However,with the increasing in traffic volume of the road network,road emergencies frequency is growing year by year.It is a critical problem that giving emergency decision program quickly to deal with road emergencies,making sure effective and real-time control of events to maximize the reduction of casualties and property losses as much as possible,ensuring a stable,smooth and orderly management of highway roads.At present,emergency decision of road emergencies in our country mainly rely on the accumulation of the collective-makers’ knowledge and experience,lacking of scientific rigor to some degree.Therefore,based on current rapid development of information technology,it is very significant to design and implement the emergency decision system and reduce the influence of subjective factors on decision making.In this paper,based on the Hubei Provincial Communications Department Roads Project named operation monitoring and emergency response systems for Hubei province road network,designing and implementing the emergency decision system of road network to provides a scientific and effective disposal process support.The main work has been described as follows:(1)According to the characteristics of road network emergency in Hubei Province,combined with the actual needs,the demand analysis of the emergency decision system is studied.The overall design of the core module of the emergency decision system and the process of the emergency decision system are carried out,combined with case-based reasoning technology and the shortest path algorithm of Geographic Information System,an emergency decision making method is proposed.Reference related relevant policies and regulations as well as road network emergency management,gives a definition to the terminology of road network emergency disposal,including Hubei Province highway network emergencies,emergency response classification standards and emergency management for road network emergencies.(2)Analysis to the basic principles of case-based reasoning technology and the characteristics of road network emergency,to study the key technologies of emergency incidents for road network.Combining the characteristics of road network emergency,to design the four key steps in case-based reasoning technology: case representation,case retrieval,case adaptation,case studies.To study and achieve the initial emergency decision for road emergencies based on case-based reasoning technology and verify the correctness and effectiveness of the technology in the design.(3)Combining the GIS technology and geographic information of emergency resources,to provide Visualization Services of emergency resources location on the map.Meanwhile,combining the GIS spatial location and analysis functions and the shortest path algorithm,through the actual situation,to find out the shortest path between the emergency resources location and the occur location when dispatching emergency resources have been rational and efficient implemented.(4)Using B/S structure,to realize the functional modules in the emergency decision system based on the SSH architecture,including the emergency team management module(including emergency organization and emergency organization personnel),emergency experts management module,case base management module,knowledge base management module,emergency plan management module and emergency material management module and emergency guidance module.Finally,The system is tested to prove that the system is reasonable and effective.Currently,the system is in the commissioning phase. |
