Integrated Civilian-military Logistics Support In Military Operations Other Than War

China is a country with frequent natural disasters.Especially in recent years,the extent of the destruction of various types of emergency events and the scale of the expansion has been increasing.Local government is difficult to rely on its own strength to reduce the impact of natural disasters brought about.The settlement of extra large emergency events cannot be separated from the support of the troops.Meanwhile,the difficulties of military logistics for the troops to carry out non war military tasks has greatly increased.The material transport efficiency is not high and the material supplement is not timely.It is urgent to introduce new ways of joint logistics to solve the current bottlenecks.Non war civil-military inosculated support is an effective way to integrate the strength of local logistics and military logistics support capacity,which has important significance to solve the problem of insufficient logistics support capacity and low efficiency of the protection of our army.It plays a very important role in solving the many obstacles of the troops logistics construction.In recent times,we can find that joint logistics has a positive effect on purchasing as well as delivery,and has a great impact on the improvement of logistics support capacity and the improvement of logistics operation process through the joint military practice in natural disaster relief.Basing on this,the thesis carries on a deep discussion on the non war civil-military inosculated logistics path combining the domestic and foreign relevant theoretical research together with the current situation of the development of military and civilian integration.The writer first analyzes the necessity and feasibility of logistics model,proposes views on the construction of strategic framework,and makes a detailed discussion of the breakthrough point of civil-military inosculation of the main framework,technical composition,the function level,and organization structure.Then,the writer puts forward the views on the logistics path of civil-military inosculation in four parts.The first part is about the operational mechanism of civil-military inosculated logistics.The writer puts forward the idea of constructing the smooth,efficient and commanding operational mechanism of the civil-military inosculated logistics from the following angles: the material demand forecasting mechanism,civil-military inosculated organization and management mechanism,information communication and the transmission mechanism,and the integration of military and civilian material procurement mechanism.The second part is about cooperation and construction of civil-military inosculated logistics facilities.Firstly,the writer analyzes the important significance and the main direction of the civil-military inosculated logistics facilities.Then he puts forward his own views from an incentive model perspective of the establishment of a reasonable supplier facilities and equipment.Finally he puts forward reasonable suggestions on the long-term effective operation of the civil-military inosculated logistics facilities and equipment.The third part is about civil-military inosculation emergency material reserve mode.First,the present situation of our military emergency material reserves is discussed,and the irrationality of the existing model and the development of the urgent need to solve the system are analyzed.Then,the writer brings forward views on constructing a highly effective and reasonable civil-military inosculation type material emergency reserve mode from construction of civil-military inosculation of emergency material reserve management system,improving smooth operation of the civil-military inosculated storage management mechanism with the balance of rights and responsibilities,and establishing mutual supporting coordination of civil-military inosculation of emergency material reserve policy and regulations.The fourth part is about civil military integration logistics informatization construction.First,the writer demonstrates the importance of civil-military inosculated logistics information in detail.Then he analyzes the significance of logistics informatization construction and its main objectives and deeply discusses the main contents and basic procedures.This thesis analyzes irrational nature of the existing logistics mechanism in-depth to solve the existing problems of the development of civil-military inosculation,and provides reference for the later researchers.
