Research On The Dilemma And Countermeasure Of Township Environmental Governance

With the rapid development of our country’s economy and society,the level of productivity is increasing,industrialization and urbanization are speeding up.While creating huge social wealth,environmental issues such as air pollution and water pollution are becoming increasingly prominent,which seriously endanger the health of the masses.This has restricted economic development and social stability.In the face of the increasingly serious environmental situation,China has gradually increased its emphasis on environmental issues.The 18 th CPC National Congress for the first time brought the construction of ecological civilization into the five-sphere integrated plan in the cause of socialism with Chinese characteristics,and proposed to build a beautiful China.The 19 th CPC National Congress even put forward detailed measures for the construction of ecological civilization.A series of laws and regulations,including the Environmental Protection Law,the Law on the Prevention and Control of Air pollution,and Environmental Impact Assessment have been promulgated and perfected one after another,clarifying the environmental responsibilities of local people’s governments at various levels,and further increasing the intensity of environmental control.The township government is in the forefront of the implementation of environmental governance,the role of environmental governance should not be underestimated,but China has not in the national level to the township environmental governance authority,institutional construction,operational mechanisms and other aspects of the detailed.There is a lack of enough power and ability to carry out township environmental governance,especially at present,more and more attention is paid to environmental governance from top to bottom.The characteristics of environmental governance in villages and towns are becoming more and more obvious,such as unprecedented pressure,heavy tasks and great difficulties.It has become a short board to solve outstanding environmental problems and improve environmental quality.This article combs the laws,regulations,policies,system and mechanism of township environmental governance in our country,especially selects Jinzhuang Town,Sishui County,Jining City as a case to study.Combined with the measures and achievements of Jinzhuang Town in the face of environmental pollution in its jurisdiction.This article expounds the dilemma of township environmental governance from three aspects:government,enterprises and the public,and analyzes the causes of the dilemma.Forexample,the laws and regulations are not perfect,the system mechanism is not perfect,the input and technical support is insufficient,the concept consciousness is one-sided,and so on.It combines the relevant theoretical knowledge of public management,and at the same time draws lessons from the successful experiences and practices of the United Kingdom and Japan in the township environmental governance.Find out the crux and difficulty of the township environmental governance of our country,and put forward the countermeasures to solve the dilemma of township environmental governance: Firstly,to perfect the laws and regulations,to construct the environmental governance system;Secondly,to play the role of the government and innovate environmental governance model;Thirdly,to increase investment in environmental protection and improve environmental governance capacity;Fourthly,to promote public participation and establish the concept of ecological civilization.
