Does Environmental Regulation Affect The Environmental Investment Of Air-polluting Enterprises?

With the rapid development of economy,causing a variety of pollution problems,air pollution has become the biggest pollution source in our country.The frequent outbreak of haze weather not only attracted the attention of the relevant departments but also caused great concern to the public because the haze can affect people’s health,so the government issued a series of laws and regulations to control air pollution,with the purpose of winning the battle of the blue sky.With the environmental regulation tightened today,the existing articles mainly measure the effects of environmental regulation by macro measures.However,does the continuous introduction of these specific laws and regulations can affect the behavior of the enterprises effectively?Does enforcement power can affect the implementation of the policy?The study of this topic is of great significance to the formulation of policies and to investigate the implementation effect of relevant policies.One of the documents,"Air pollution prevention and control action plan",has issued 5 years,from 2013 to 2017.How this document affects the behavior of enterprises?Based on this,considering the main body of emissions of atmospheric pollutants,this article attempts to study that whether the "air pollution prevention action plan"can have the most effective impact on the atmospheric polluting industries?Is it possible to increase environmental investment?Based on the data of environmental investment,this paper found that the " Air pollution prevention and control action plan " can improve the environmental investment of the air-polluting enterprises’investment,but the implementation of the policy affected by the environment of law enforcement;according to the nature of property rights,this paper found that after the regulations issued,the introduction of air pollution industry of state-owned enterprises poured more investment on environmental protection than non-state-owned enterprises indeed.This paper further refines environmental investment according to the type of investment.It is found that the air pollution enterprises mainly increase the environmental investment of the type of emission reduction.In view of the effect analysis of environmental investment,this paper found that the increase of environmental protection investment can reduce the emission of sulfur dioxide and nitrogen oxides.According to these conclusions,this paper argues that the government may consider the adoption of specific environmental regulation policy to guide enterprises in environmental investment actively,but the implementation process of policies should be established to improve the law enforcement environment.Because property rights cause different environmental investment behavior,the government should consider taking appropriate measures to support private enterprises.The enterprises should use the existing green preferential policies to change the production technology actively,improve technological innovation to increase investment in environmental protection and take more responsibility.The above conclusions and suggestions are useful for decision makers and information users.
