Three-quarter of the worlds' big cities and forty percent of the population are concentrated within 60 kilometers off the coast,so the rise and fall of the oceans are linked to human's survive.Human's activities do harm to marine environment.Excessive mining,illegal fishing,destructive fishing,marine pollution,especially water warming caused by global warming and the invasion of alien species,have made serious damage to marine ecosystem,including coral and important fishery resources.As UN ex secretary-general Annan said in the world environment day in 2004,"the seas rise and fall,the people are responsible",people should pay more attention to the marine environment and resources.There is no doubt that states and inter-govemmental international organizations play essential roles in the international society.But what can't be ignored is that nearly half a century,especially since the end of the cold war,a non-governmental organizations' participant revolution has emerged.As an important actor in the global governance system,INGOs are playing an increasingly important role in marine environmental protection.INGOs actively carry out marine environmental protection activities to promote the process of marine environmental protection.From the perspective of the process of international law,INGOs influence the international legislation,implementation and supervision of international law,and the dispute settlement in some degree and attending international legislative meeting.They participate in the international legislation process by declaring official document which has important effect on setting up international principles and international treaties of marine conservation;they provide information and technical support for nations and inter-govemmental international organizations to help sovereign states and intergovernmental organizations use international law effectively and supervise the behavior of disobeying international laws;they also seek to participate in international judicial proceedings through the Amicus Curiae System to influence the judgement of law cases and promote the settlement of international judicial disputes.However,INGOs' attempts at the marine environment are not always successful,and not every attempt at protecting marine environment can succeed,because their influence is limited.In the "triangle relationship" among countries,inter-govemmental organizations and INGOs,INGOs are in a clear "vulnerable"position.Compared with the national and inter-governmental organizations and seeking from developing tendency,INGOs will still play a role of peripheral and unimportant partner in the international society for a long time.
