With environmental issues becoming more and more serious and people getting more and more concerned about the sustainable development of environment, people are paying more and more attention to the investment into environmental protection, and the trend of capital investment into environmental protection is ascending. But compared to the growth of economy and the historical arrears of investment into environmental protection, the gross investment is greatly insufficient. Especially compared to the demand of investment into environmental protection, there is a long way to go in our country's environmental protection investment, and the growing demand for investment into environmental protection has not been well satisfied yet. As a result, there exists a serious paradox between the supply of and the demand for investment into environmental protection. So, how to consummate the mechanism of our country's investment into environmental protection and financing, how to increase the investment as well as operating efficiency, how to innovate the mode, how to widen the channel, and how to ensure the sufficiency of investment into environmental protection are becoming urgent to the development of our country's economy and the building of harmonious society.By qualitative and quantitative analysis, positive and normative analysis, landscape and portrait comparison analysis, the author of this paper puts emphasis on the environmental protection policy of developed countries, such as the USA, Japan and the European Union. Then with a view to providing some good suggestion how to improve Chinese environmental protection investment and financing system , the author continues to study the investment and financing channels, the investment scale and the effectiveness that can be considered as the result of the formers.This paper is divided into five chapters. The first part is the introduction that introduces the background, purpose and meaning of this research, strictly analyzes the relative research both here and abroad, it also points out the ideas and content of this paper. The second part analyses the environmental protection policy, the investment and financing channels, the investment scale and the effectiveness in the USA, Japan and the European Union. The third part ,through extensive investigate and data collection, analyzes environmental protection investment in total scale, the mechanism of our country's environment protection investing and financing ,particularly analyzes quality and frame of our country's environment protection investment ,and gets the key paradox of environment protection investing and financing. In the forth part, the author gives some suggestion on how to improve our country's environmental protection investing and financing system. First of all, we must accurately define and effectively implement the relevant authorities, straighten out the environmental responsibility among the government and enterprises and individuals. Secondly, improve the charging system and introduce environmental taxes; expand the scope of the use of foreign capital, strengthen bank credit, expand the municipal bonds issued and increase central government expenditure's proportion of total fiscal expenditure, to widen the financing channels and improve the level of environmental invest; accelerate the development of the environmental protection industry to provide technology, equipment and financial support for environmental protection, improve the environmental laws and environmental-economic policy to provide a good external environment for increasing investment.
