After the advent of the new century,China has achieved fruitful economic results. As a rapidly developing economy, although it is among the developing countries,it is a superpower in terms of volume.Nowadays,China is faced with not only rapid changes in society, but also the huge changes ecological environment and living environment due to the lack of supply of resources, increased emissions and overburdened environmental carrying capacity. What deserves special attention is the leaps in the growth of greenhouse gas emissions. It has once again become the focus of the international level. In 2012,the International Energy Agency announced that China's primary energy CO2 emissions contributed 28.8% of the world's total, making it the world's largest carbon emitter.China's overall economic development level is far from the average level of the developed countries, and the negative effects caused by the high amount of emissions and the pressure of reducing emissions continue to increase, this urgent need to find out the factors and methods related to emission reduction. Many scholars have made relevant studies based on differences in perspectives from their respective research fields, but they have not yet formed a unified conclusion.Different from existing studies, this paper uses the SBM model in the DEA method to draw a comprehensive measure of China's provincial carbon emission efficiency and analyzes the global and local spatial agglomeration characteristics based on the results, further constructing a spatial econometric model selects seven influencing factors, explores the convergence of adjacent areas, selects a model suitable for the research based on the convergence results, and on this basis,it is possible to analyze the effect of each influencing factor in the actual production,so that our country can Formulate regional emission reduction tasks and target strategies. The main research work of this article is as follows:(1)The total amount of CO2 emissions in various provinces in China increased from 2005-2013.Combined with the current level of productivity and production mode in China, energy production and consumption are also increasing year by year. The situation of multiple coals, less oil,and lean gas in China cannot be solved in a short period of time,so the output of high GDP,but also to pay the cost of carbon dioxide emissions. After 2014,the industrial structure reform and innovation drive mechanism promoted by China gradually came into force. From the input side of input and output,it was adjusted to meet the improvement of the level of science and technology.More and more provinces eliminated their high energy consumption by combining their own characteristics. The industrial transition is a sustainable one, which has made initial achievements in China's emission reduction targets.(2)The comprehensive efficiency results calculated from SBM-DEA show that the overall characteristics of the provinces are significantly different. The national average for 2005-2015 was 0.4913.In 2008,2011,and 2013,the average value of CO2 emission efficiency decreased slightly from the previous year. The remaining years are in relatively stable growth. However, compared with the central and western regions, the eastern region relies on geographical advantage, optimizes the production structure, improves the level of science and technology, and the rapid renewal of production concepts, which results in a significant difference in the overall efficiency of carbon emissions in the eastern region and in the central and western regions. As can be seen from other efficiency analysis,it can be seen that the pure technical efficiency(TE)trend shows a relatively gentle wave type, and some years still show a year-on-year decline, but overall the efficiency value increases steadily over time. The national average of the scale efficiency(SE)in 2005-2015 was 0.8481,and the overall upward trend was relatively stable, the overall upward trend was relatively stable and there was no significant fluctuation.Compared with purely technical efficiency, the biggest difference is the provinces and cities in the central region.(3)Comparing the efficiency measurement values of China in 2005 and 2015,we found that there is a clear spatial agglomeration effect in the formation of China's CO2 emission efficiency. In terms of global spatial characteristics, the spatial differences in the overall efficiency of carbon emissions have changed significantly between 2005 and 2015,and the optimal efficiency has increased by 15%,indicating that the efficiency of carbon dioxide emissions has changed from a moderate to a moderate level. The efficiency values of the provinces and cities in the central region have been significantly improved and have narrowed the gap with high-efficiency regions. With its first-mover advantage in the eastern region,it has always been at the forefront of technological progress and continues to spread around, but the visualization results show that diffusion and propagation are slow and fluctuate in the middle years. The main reason may be that the technological development and updating in the national production activities have not kept pace with the rapid expansion.Although the expansion of the scale will increase the carbon emission efficiency to a certain extent,it is necessary to continue to improve technological capabilities in order to achieve long-term scientific and rational reduction of carbon emissions and increase carbon emission efficiency, the development of technology has become the mainstream driving efficiency improvement.(4)The spatial econometric model was used to comprehensively examine the relevant factors affecting regional CO2 emission efficiency, the study found that the negative regression coefficients of the influencing factors include: energy intensity, energy structure, industrial structure, and car ownership, indicating that the major contributors to China's CO2 emissions are the largest ones that contribute to the consumption of energy. The level of foreign trade, urbanization, and property rights structure are positive, that is,the most important part of positive promotion is the introduction of funds from different directions to make structural changes. The total volume of imports and exports and the level of urbanization have improved the technological level while adjusting the industrial focus of our country, resulting in a significant increase in the efficiency of carbon dioxide emissions.
