Gongchangling district is located in the southeast of Liaoyang City suburb,the middle is located in Liaoyang and Benxi two cities,hilly area and mountain valley,which belongs to the temperate continental monsoon climate zone,most of the precipitation from June to September,the average rainfall of 750.7mm,accounting for 73.8%of the annual precipitation,the 24 hour rainfall mean 100mm,maximum the three day rainfall mean 120mm,maximum precipitation in a year is 1038.9mm.Of the flash flood prone area.The purpose of this paper is to study on the critical value of prone area location,flood disasters through rainfall and disaster,proposed the construction of flood disaster prevention system and emergency planning,strengthen the mountain people awareness of disaster prevention and disaster prevention,by adjusting the way of human activities,so as to reduce the loss of state property and the frequency of occurrence of flood disasters or mitigate the harm.In response to different types of flood disasters should take different,the corresponding countermeasures,in order to achieve the desired results.The collection and investigation of Gongchangling geographical,geological,meteorological,hydrological data,mountain flood disasters broke out the critical value analysis,through the convergence of calculation,parameter analysis,duration of Flood flood runoff coefficient calculation and analysis,determine the river flood disaster,debris flow disaster,landslide,flood disaster prone areas,using the map algebraic functions of the Arc/Info system,the factor graph overlay analysis,get the comprehensive zoning map.Through the establishment of early warning forecast system,collect the basic situation of rainfall,river water,through data analysis and calculation analysis results will be timely to the municipal,county,township flood control departments,take timely and appropriate defense mechanism,to minimize the loss.In this paper,through theoretical analysis and experimental study,conclusions are as follows:(1)the Gongchangling District informed the rain,flood warning critical value,1 hour rainfall of 40 mm,67 mm rainfall in 3 hours,6 hours rainfall of 84 mm,113 mm rainfall in 24 hours.(2)the Gongchangling area of rain,flood warning warning threshold,1 hour rainfall of 47 mm,80 mm rainfall in 3 hours,6 hours rainfall of 102 mm,139 mm rainfall in 24 hours.(3)the Gongchangling area of rain,flood emergency early warning critical value,1 hour rainfall of 53 mm,93 mm rainfall in 3 hours,6 hours rainfall of 119 mm,163 mm rainfall in 24 hours.(4)through the reasonable arrangement of water testing site,established early warning and forecasting system,collection and analysis of water and rainfall data in a timely manner,make the corresponding early warning mechanism.(5)the disaster prevention plan of Gongchangling flood,so that information can be timely and reliable delivery to the local government,the rapid start plan,to command the affected people hedge,effectively reduce the loss of life and property. |
