In recent years,Jiangxi Province has carried out a series of Flash floods,A series of projects for the prevention and control of flash floods were carried,To assess the effectiveness of projects to prevent and control flash floods,Based on a large number of references at home and abroad and combining the principles of sustainable development,this paper combines the actual situation of mountain torrents in Jiangxi province comprehensive use of survey analysis,theoretical research,model calculation,and practical demonstration techniques,The evaluation index system for the comprehensive benefit of Jiangxi Province Mountain Flood Disaster Prevention and Control Project have carried on thorough systems study.The results of the study include:(1)It established a set of Jiangxi Province Mountain Flood Disaster Prevention and Control Project comprehensive benefit evaluation index system,sets up the construction data of the mountain flood control project in Jiangxi Province from 2010 to 2015,analysis and summary from project construction management,project completion,project construction goals,project economic and ecological benefits,social benefits,science and technology,and project sustainability assessment,established 7 secondary indexes,29three-level indicator;Among them,7 qualitative indexes,22 quantitative indicators,Jiangxi Province Mountain Flood Disaster Prevention and Control Project comprehensive benefit evaluation of five levels and each level of the score range were set.(2)The application of subjective method(analytic hierarchy process)and objective method(entropy weight method),respectively determinded the Jiangxi Province Mountain Flood Disaster Prevention and Control Project comprehebsive benefit index weight,the two method complementary advantages and disadvantiges,and then introducing the idea of game theory the analytic hierarchy process and entropy weight method combinated empowerment,using MATLAB to solve the opimal target,got the final comprehensive weight,which not only enhances the credibility of the decision results,but also improves the accuracy of the evaluation results.(3)Based on the building of Jiangxi Province Mountain Flood Disaster Prevention and Control Project comprehensive benefit evaluation index system,applying the improved osculating value method,improved matter-element extension method,BP neural network model respectively to evaluate Jiangxi Province Mountain Flood Disaster Prevention and Control Project comprehensive benefit.Among them explores the sculating value method,the matter-element extension method,and carries on the improvement.Comprehensive benefit evaluation of BP neural network applied to Mountain torrent disaster prevention and control project;The evaluation results from 2010-2015 were III,III,II,II,II,II,comprehensive benefit is getting better and better.(4)Through the above three different evaluation methods,diagnosed the conclusion of practical problems existing in the Jiangxi Province Mountain Flood Disaster Prevention and Control Project,countermeasures research on the sustainable development of the mountain flood control projects in Jiangxi Province,put forward the next focus of prevention and mountain torrent disaster prevention and control of scientific research.
