| In the background of constructing "beautiful China",with the revision and implementation of Environmental Protection law of the PRC,during the period of 13 th Five-Year Plan namely the key period of new energy transformation and development in our country,many local governments have introduced all kinds of stalk burning and comprehensive utilization methods and management scheme.In 2015,the Hubei province had adopted the resolution of Hubei People’s Congress on the decision of crop straw’s outdoor burning and comprehensive utilization,the strong prohibition of straw burning and the full comprehensive utilization of it were carried to achieve the dredging and blocking.It was hoped to realize the prohibition of straw burning,improve the environment,and drive the development of rural economy.As an important alluvial plain in central China,the Jiangan plain is one of the important commodity grain bases in our country,and has made great contribution to crop and straw yield’s stimulation.Therefore,based on the Jianghan plain,this article has studied three aspects as the resource reserves,burning prohibition and comprehensive utilization of Jianghan plain’s crop straw,which not only has made up for the vacancy of the non-estimated reserves of Jianghan plain’s straw but also made the comprehensive utilization of the straw burning in Hubei province.Through the double in-depth field investigations and questionnaires,and other forms’ in Jianghan plain,this article has issued 550 questionnaires for farmers and received 507 effective questionnaires,integrally grasped the prohibition work of straw burning,understood that though the farmers are not satisfied with the relevant government work,but starting to realize the harm of stalk burning through some propaganda work.The same time visits to more than ten enterprises and relevant government departments help to understand the work situation of the straw’s comprehensive utilization and the development status of the ecological enterprise.It is found that after the implementation of the prohibition,local governments have responded to make a series of the policies in succession and achieve primary effects by strict law enforcement.In terms of the ecological enterprises,much of them are in the initial stage and subjected to problems as the difficult straw recycling,high transport costs and so on with various development problems.Meanwhile,a single chapter of this article is given to estimate the overall yield of Jianghan plain’s straw to achieve the annual yield of 30.3699 million tons,30.2858 million tons,31.1516 million tons,31.6558 million tons,and 30.3405 million tons from 2010 to 2014 respectively.It has indicated that the abundant reserves of straw resource owns excellent condition of utilization and provides the total reference of the stalk’s comprehensive utilization process for the related department.In the end,through the theory’s utilization of peasant household behavior,externality,circular economy and sustainable development,this article has solved problems and difficulties in the process of burning prohibition and comprehensive utilization,and put forward reference opinions for guidance of the stalk burning prohibition and comprehensive utilization. |
