Research On The Problems And Countermeasures Of Cooperative Governance Of Straw Burning In Fushun County,Sichuan Province

As the 19th National Congress of the Communist Party of China(CPC)proposed that we should resolutely fight the battle against pollution,continue to take action to prevent and control air pollution,and win the battle to protect our blue skies.In this context,local governments have paid more attention to the policy of straw burning ban than ever before,but the management of straw burning has become one of the thorny issues to local government.This paper chooses to study the efforts against straw burning in Fushun County.This paper uses literature research,in-depth interview and questionnaire to collect a large number of data.Combined with data analysis,questionnaire survey and interview results,it is concluded that there are problems in the management of straw burning in Fushun County,such as poor communication,inadequate trust and insufficient cooperation between management subjects,and straw burning to continue despite repeated prohibition.In order to effectively solve the problem of prohibition in the treatment of straw burning,it is necessary to clarify the executive body of straw burning policy,including the roles played by the government,the market,social organizations and the public in policy implementation,and how to cooperate among and within cross-sector subjects.It analyzes the deep-seated causes of the problems in straw burning governance,and clarifying the means,methods and mechanisms for various governance subjects to participate in governance.First of all,based on the review of domestic and foreign literature on straw incineration,this paper constructs the theoretical analysis framework of multi-subject cooperative governance of straw incineration on the theoretical basis of cooperative governance theory.Secondly,this paper analyzes the cross-sector cooperative governance mechanism in the straw burning ban.In cross-sector cooperation,the government relies on administrative means,economic means and legal means to form a relationship of mutual trust with the market,social organizations and the public,and guide various subjects to participate in straw burning control.The government is the initial resource provider,rhythm driver and organizer,enterprises provide professional services,social subjects supplement part of the functions of the government and enterprises,and farmers implement the straw burning ban policy with their own practical actions.At the same time,the paper also analyzed about the main body of straw burning in the same constituency governance mechanism,and the government subject between internal departments,Superior and subordinate linkage to participate in governance,through four grid management system and the straw burning joint meeting mechanism to form division of labor and cooperation,and supervision and restriction mechanism between the upper and lower level government and lateral branch,to form such communication and coordination through documents,meetings and other forms of communication and coordination.Within the market entities,each enterprise participates in the comprehensive utilization of straw according to the different professional service fields.In order to pursue interests,enterprises carry out division of labor and cooperation on the basis of their respective professional advantages under the circumstance of government subsidies.In the villagers’ self-governance organization,the village group establishes the secondary management grid of straw burning prohibition.Under the leadership of the government,it is crucial to actively implement the burning prohibition policy and give full play to the role of the head of the villagers’ group leader.As far as farmers are concerned,they abide by the laws and regulations on straw burning.Some farmers form a volunteer team to assist the secondary grid of the village group and participate in the burning control under the constraints of family relationship,village rules and conventions,and morality.Various governance bodies shall communicate and communicate with each other through meetings,documents,We Chat,telephone and other platforms to form a good relationship of mutual trust.After clarifying the functions and duties of each governance body,a strong cooperation guarantee mechanism shall be established to cooperate with each other under the function of laws,regulations and contracts to promote the realization of straw burning governance goals.
