In 2015,China submitted the?Enhanced Actions on Climate Change: China's Intended Nationally Determined Contributions? to the secretariat of the United Nations Frame work Convention on Climate Chang,commitment:To achieve the peaking of carbon dioxide emissions around 2030 and making best efforts to peak early;To lower carbon dioxide emissions per unit of GDP by 60% to 65% from the 2005 level.The development of low carbon economy in our country still have a long way to go.But within China,the economic development gap between regionals are obvious,one size fits all the requirements of the regional and national implementation of carbon emission peak at the same time it is not reasonable,also does not conform to the principle of "common but differentiated responsibilities".In terms of the western region,on the one hand,rapid economic growth in recent years,undertake industrial transfer ability continuously strengthen,with the accelerating process of industrialization and the resulting emissions are rising,there is still a growing demand in the short term.On the other hand,the western region is the economic development of underdeveloped regions,promoting the growth of the task of ensuring people's well-being,should still put development as the first.Therefore,how to comprehensively consider the characteristics of low carbon economy development in western China,different from the eastern developed regions "mandatory cuts",reduction in the development,has important theoretical and practical significance.In this paper,the main contents are arranged as following: the first chapter introduction,put forward in this paper,the research background,research significance and literature review at home and abroad;The second chapter in the western region economic development and the present situation of carbon emissions,clear in the western region economic development level is still low,but with the rising level of industrialization,accelerating economic growth,the fact that carbon emissions are soaring.The third chapter used the LMDI decomposition model of low carbon economy development in western China and its characteristics is analyzed,and compared with the eastern region analysis,the results show that in the western region carbon emissions growth comes mainly from the rapid expansion of economic scale,but the increase in carbon emissions caused by the transfer of industry to be reckoned with.Compared with the eastern region with pollution industry transfer and optimization of structural adjustment,the economic structure adjustment has already started to work,brought a certain amount of carbon emissions.The fourth chapter,the scene simulation analysis method,to the future carbon emissions peak in west region distinguishing prediction,the results show that the eastern region will take the lead to achieve the carbon emissions peak in 2025,the nation and the western region,respectively in 2030 and 2030,carbon emissions peak,on this basis,the application of "common but differentiated responsibilities",calculated in different parts of the carbon emissions responsibility allocation proportion,and the future carbon emissions responsibility allocation;The fifth chapter,the western region development path and policy incentives to reduce emissions are summarized,and the adjustment industrial structure,building carbon trading markets,fiscal and tax policy incentives and other point of view put forward countermeasures and Suggestions.The sixth chapter is the main conclusion and prospected in this paper.
