From the "Declaration on the Human Environment" in 1972 to "Bali road map" in 2007, all countries in the world work together to protect our common planet, we spent nearly four decades of time to explore and negotiations to address global environmental issue, "the principle of common but differentiated responsibilities" in this four decades has been playing an important role, also the basic principles in countries dealing with global issues, "the principle of common but differentiated responsibilities" gradually recognized by the world in this four decades, but for its real meaning, we have always been divided on the interpretation of his own view and argue. As the global environment worse day by day, as the international community concerns every day, as people as people's consciousness raising day by day, we have previously contended for the "common principles" or "difference principle" would eventually become "common principles", countries and regions all over the world will be responsible for global environmental problems and make a contribution for it.Climate change is one of the major global environmental problems currently facing the humankind. Under the affection of global warming to the countries'politics, economy and other various aspects of human life, the international community has reached the agreements and started collective actions through the negotiation. In this article, we will compare China's position in international negotiations on climate change and the relative regulations in international treaties to discuss about China's international responsibility in the environmental governance of climate, illustrating the United Nation's Framework Convention on Climate Change in 1992, Kyoto Protocol in 1997 and "Bali Action Plan" in late 2007.In this paper, with the realist theory as a support, Starting from the fundamental interests of the country, Under the guidance of" the principle of common but differentiated responsibilities" in international environmental law,in order to make a reasonable search for China's development strategy and find what a good role we should play in international environmental affairs in the future. Through research and analysis of various environmental conventions in the history, along the "United Nations Framework Convention on Climate Change"-"Kyoto Protocol"-"Bali road map", and under the principle of "common but differentiated responsibilities" to explore the China's role. This paper take a special perspective from " the principle of common but differentiated responsibilities" to analyze China's role in international environmental affairs, Which both stressed common but differentiated responsibility and strengthen our position of develop ourselves,at the same time, we don't forget the responsibility to the international environmental protection, make a model of superpower.How do we understand the "common responsibility" and "differentiated responsibilities" while winning the good reputation of the international community, not overnight achievements. The construction of the international climate regime through "United Nations Framework Convention on Climate Change "--" Kyoto Protocol "--'Bali road map'. China is also an important member to make the international cooperation system to the formation and development. We are from starting contrast to China and the international climate change policy, Base on the principle of common but differentiated responsibility, analysis of China's role in the formation of the international climate system, and with the new situation, how China will assume the international responsibility of climatic and environmental management.
