China's growing fog haze has attracted widespread attention from the government,the public and the community.Haze is not only a major public health hazards,but also to the social economy and the well-being of the residents caused great losses.As a major public management policy,haze governance requires public participation in addition to government-led,and the effectiveness of governance needs to be evaluated by the public.At present,some studies have been carried out on the evaluation of haze management through economic benefit assessment,atmospheric environmental performance and the change of haze pollutant concentration.Based on the public participation,the subjective evaluation of the effect of haze management policy is discussed,which is related to public participation The literature is relatively small.We believe that the perspective of governance haze can effectively describe the key works of public participation in policy evaluation and its impact mechanism,and provide an effective reference for the important contents of governing the country.In this context,this paper uses the China Air Quality Public Awareness Survey(CPPAQ)and the Air Quality Index provided by Choice in 2014.First,we use the Ordered Probit model to estimate and analyze the relationship between public participation and haze policy evaluation.The marginal factor analysis also found that when the public changed from no participation to participation in haze management,the haze policy was evaluated as the probability of "very dissatisfied" and "less satisfied" Respectively,down 4.03%and 1.28%,respectively,for the "satisfactory" and"very satisfied" the probability of increased by 4.51%and 0.79%.Using the IV Ordered Probit model to control the endogeneity of public participation,it is found that public participation will significantly improve the evaluation of haze policy and explain the public from the effects of public awareness of haze,haze expectation and environmental energy Influence Mechanism.At the same time,the study shows that with the increase of the degree of public participation,the evaluation of the outcome of the haze policy will be more consistent with the increase of the fine days and the decrease of the pollutant(PM2.5,CO,NO2)concentration ratio.Finally,based on the results of empirical analysis,this paper suggests that the government should incorporate public participation into the common management of haze,raise public awareness of haze and participate in the haze management,so that the public understand,recognize and support the management of haze Policy,the whole society to form a strong haze together,so that the implementation of haze policy more effective,but also a blue sky to the public.
