Research On Long-term Mechanism Of The Sewage Treatment In The Government-led

Under the socialist system we have the advantage of being able to concentrate our forces on a major task.At present,china has been committed to promoting the work of sewage treatment.The vast majority are under the lead of government departments.Lishui is located in Southwest Zhejian,the level of socioeconomic development is backward comparatively.Although the natural resources are rich,the environment quality is good.But in the central area of the city,the phenomenon of water pollution is inevitable.How to effectively promote the work of sewage treatment,become the city of Lishui as the representative of the problems of the city government.This paper will take the Li Yang Keng river system as the research object,the main analysis of the government-led to the establishment of a long-term mechanism of sewage treatment.Firstly,the theory research at home and abroad are summarized,and combined with the central,provincial and municipal policies related to the background,then put forward research ideas and methods.The author believes that the domestic and foreign scholars have the research on the flood control experience,flood control measures and long-term mechanism,but it is not enough to Research the topic of sewage treatment under the government's leading mode,especially for the less developed regions of Mountainous Areas,the government departments need to increase theoretical research and practical exploration.Secondly,from the theory of policy research,the author analyses the respective characteristics of government-led and non government-led,for the following discussion of the government-led sewage treatment,how to integrate into the basis of the non government-led to lay a good foundation.Thirdly,through detailed social investigation,the author collected and collated relevant research data,started from the government in Li Yang Keng sewage treatment in history,reality and future role of theoretical research,discussing the government leading in satisfaction,participation and the degree of focus on the actual situation,then put forward a constructive guidance of flood control.Fourthly,on the basis of detailed data support,the author analyzes the problems in the governance of Li Yang keng water system,and from the support force,management mechanism and guiding mechanism of the three aspects of the analysis of the problem for the analysis,pointing out the direction for the next step.Finally,on the basis of problem analysis,holding the pulse fo the sewage treatment by government,the improve power system for flood control,improving the management level of flood control,creating a strong atmosphere of public opinion and the implementation of effective supervision system in four aspects,and puting forward suggestions.The innovation of this thesis lies Lishui as the representative city of mountain area in Lishui city as the research object,making up for the blank of the government leading mode in underdeveloped cities to carry out sewage treatment works.The deficiency lies in the establishment of long-term mechanism is mainly qualitative analysis,without comprehensive research on the quantity analysis,so the paper lacked of data support research.
