A Research About The Farmer's Response To Straw Burning Banning Policy

Straw is a kind of important biomass energy.Therefore,the practice of burning straw on the spot in large quantity in harvest season not only wastes resources,but pollutes the air and does harm to residents' health and life as well.To solve the problem of burning straw at random,the governments at various levels enact strict policies.However,at each harvest season,straw burning is still rampant,which pollutes the environment greatly.The effect of straw burning banning policy is directly affected by the farmer's response behavior to it.In order to improve the effect of straw burning banning policy,this thesis,from the perspective of policy stakeholders,based on the analysis of interests and behavior choices of the major stakeholders concerned in the straw burning banning policy,employs Mitchel score method identification and classification of major stakeholders and illustrates that the key to the implementation of the policy is the farmer's response behavior to the policy.Integrating the application of rational farmers theory and the theory of planned behavior,the thesis analyzes the farmers' disposal of straw and their changes before and after the implementation of relevant policies as well as the reasons.Thereupon,the theory framework of the farmer's response behavior to straw burning banning policy is put forward.The thesis takes H County in Anhui Province as an example to analyze the farmers' changes of behavior before and after policy implementation.On the meanwhile,the logistic model is employed to disclose the key factors in influencing the farmers' behavior changes in related to such elements as the characteristics of individual household and the family as well as cognitive and social factors.The results are as follows:(1)After the prohibition policy is executed,people who still burn straw are all private farmers.On the one hand,they pay little than contractors if they burn straw.On the other hand,the amount of contractors is smaller than private farmers,who are difficult to be supervised.Obviously,the government should pay much cost on executing the policy.As a result,the group of private farmers should be paid the main attention during the policy implementation.(2)burning on the spot is the main way of disposing straw before the policy.But with the implementation of the policy,burning is on the decrease.Therefore,implementation of the policy is the key factor in prohibiting farmers from burning straw.(3)The characteristics of the individual household and the family exert significant influence on their disposal of straw.(4)The strictness of the policy implementation directly affects the farmer's response behavior.The burning gets effective control under intense period of enforcing the banning policy while the burning problem becomes serious with loose implementation of the policy.Based on the results of empirical analysis,this thesis concludes that to completely solve the problem of straw burning and to improve the recycling and commercialization of straw,we must adhere to government policy,strengthening the enforcement of the banning policy as well as the comprehensive utilization of straw and ensure the normalization of supervision and management.Meanwhile,both traditional media tools and self-media tools should be employed to increase publicity and guidance with an effort to enhance the farmer's knowledge of straw.Moreover,various award and subsidy standards should be reasonably increased and also the timely distribution of the awards and subsidies should be ensured.Furthermore,individual household is the priority to whom communication and supervision should be strengthened.In addition,specialized cooperation organization for collecting and storing straw should be established.Last but not least,we should actively take advantage of role of the market in the allocation of resources,relying on scientific and technological innovation,improve the straw mulching and straw power generation equipment,realize straw harmless process,reduce the farmer's processing cost in straw,establish a lot of approaches to utilize straw and complete straw industry market.
