| In recent years,fog and haze weather occurs frequently in all parts of the country,seriously affecting the people’s production and life,"Tianfu" Chengdu is also one of the more seriously affected by fog and haze,especially in 2015 and the end of 2016,serious fog and haze weather on the lives of citizens,health,travel and other aspects of the impact is quite serious.On October 18,2017,General Secretary Xi pointed out in his report to the 19 th National Congress of the Party that we should adhere to the principle of common governance by the whole people,prevent and control the source of air pollution,continue to carry out air pollution prevention and control actions,and win the blue sky defense war.The unbounded,indivisible public,political and mobile characteristics of air pollution aggravate the complexity of the process of atmospheric environmental control,which makes it difficult for a single government to overcome the difficulty of control independently.Coordinative control of air pollution in urban agglomerations is an inevitable choice to solve the problem of haze pollution.However,the current urban agglomerations are facing a series of difficulties in Co-governance of air pollution,breaking the predicament of inter-governmental co-governance,actively explore and find a way out to promote the modernization of social governance system and governance capacity is an important link.Therefore,how to describe and measure the performance of the inter-governmental cooperation in managing the atmospheric environment of Chengdu Plain Urban Agglomeration,find out the problems existing in the cooperation,and promote the progress of the inter-governmental cooperation in managing the atmospheric environment is an urgent problem to be solved in current theory and practice.This paper uses quantitative research method to select 120 policy texts directly or indirectly related to the coordinated control of air pollution in Chengdu Plain Urban Agglomeration from the website of the Government and the Eight Municipal Environmental Protection Departments(bureaus)since the signing of the Framework Agreement on Regional Cooperation in Chengdu Economic Zone between Chengdu and seven surrounding cities in 2010.The 30 papers,as research samples,systematically summarize and describe the evolution of the atmospheric environmental protectionpolicies in Chengdu urban plain from five aspects: the time when the policies were issued,the main body of the policies,the policy themes and the policy tools,and describe and measure the modes and contents of the inter-governmental cooperative management of atmospheric environment.The evolution track of synergistic policy on atmospheric environment of Chengdu Plain UrbanAgglomeration is summarized,and the main characteristics of the policy are summarized.It is found that the local response speed,the differences of governance themes and subjects,the different choice of tools and other characteristics,there are fewer inter-governmental joint publications,insufficient attention to market-oriented and public participation-based tools,the lack of stable institutional arrangements,government cooperation and governance mechanism is not yet mature. |
