In recent years,with the rapid development of China's economy,the retail market of refined oil has been liberalized,and the competition of the industry has become more and more fierce.Product homogeneity led to various retail enterprises to take all kinds of promotional tools in order to improve the market share,profit margins continue to be squeezed,forced enterprises to find ways to improve the efficiency of diluted costs.PetroChina's product oil sales enterprises are in the downstream of industry chain,directly facing the market,also need to reduce the cost of efficiency.Categories show that in the refined oil business the logistics costs accounted for nearly 70% of the total cost,so in the process of tapping the potential synergies,PetroChina eyeing the logistics links,take a series of measures to benefit from the "third profit source".PetroChina's sales enterprises of refined oil logistics reform began in 2004,through the study and formulate the optimization scheme,introducing foreign advanced optimization software,build the logistics information platform,and the gas station oil supply mode from the original "goods" into "passive delivery gradually optimize the replenishment" distribution,achieving the optimization of oil distribution and gas station.However,due to a number of factors affected,(such as timely and accurate degree of basic data collection of the gas station,the change of resource structure,effects of automation equipment and operation of the facility and other objective factors),the implementation of the PetroChina gas station oil active distribution project in some provinces,exist some defects such as demand forecasting deviation of project and the operation efficiency is also low.In view of this,this paper takes the H company gas station oil active distribution as the research object,the gas station oil distribution operation active research in gas station based on the analysis of oil distribution operation of active H company,the following problems were discovered in H company gas station oil distribution: active gas station oil demand forecast error,refueling the oil station data collection errors,the problems on linkage mechanism of station infrastructure equipment is not complete and centralized dispatching is not perfect.These problems,has become a bottleneck restricting the work of H company gas station oil active distribution.Recommendations to solve the above problems: the implementation of logistics organization integration management;carry out the gas station oil demand forecast analysis using mathematical model;increase the investment and maintenance of equipment and facilities;improve the emergency management mechanism.Meanwhile,to strengthen logistics informatization,to strengthen the third party logistics management,to strengthen logistics management personnel training and improve the initiative distribution management system.Through the above improvement measures and safeguard measures,can realize the efficient operation of the final delivery,reduce logistics costs,and promote the sustainable development of enterprises.
