Study On Water Environment Pollution Control Of Tonghu Basin In Huizhou City

With the rapid development of the economy and society,environmental pressures continue to increase,and environmental problems continue to emerge.The bottleneck effect of environmental problems on economic development has become increasingly prominent and has caused great concern in society.Environmental protection work has penetrated into all areas and processes of social development and deepening reform.Due to the rapid development of the city,the Tonghu Basin faces severe environmental problems,with serious pollution and poor water quality.The governments at all levels in Huizhou have invested a lot of manpower,material resources,and financial resources to carry out comprehensive management.Although they have achieved certain results,they still have a long way to reach the goal.Through data collection and on-the-spot investigation,this study has learned about the social and economic situation of the Tonghu Basin and the status of pollution sources.The data analysis pointed out that the industrial layout of the Tonghu Basin is unreasonable,the sewage collection system is not perfect,and the environmental supervision capacity is insufficient.At the same time,research and analysis of the causes of problems,through the experience of domestic and foreign experience,in accordance with the objectives and tasks of water pollution remediation requirements in Guangdong Province and Huizhou City,combined with various pollution remediation plans and programs in the Tonghu Basin,guided by the theory of environmental governance theory,public governance to explore and propose methods and strategies for controlling water pollution in the Tonghu Basin.In terms of system,a unified management organization should be established,an assessment and accountability mechanism should be established,a joint prevention and prevention mechanism should be improved,a public participation mechanism should be improved,and information circulation should be guaranteed.In terms of finance,funds should be raised through multiple channels to improve the ecological compensation mechanism for water treatment.And use funds in a targeted manner;interms of policy and legal system,strict enforcement should be carried out,and accountability should be strengthened,and preferential incentive policies should be formulated;in terms of technical support,an environmentally-friendly Internet of Things monitoring platform and a third-party service system should be established.
