Construction And Research About Financial Management Model Of Gansu Coalfield Geological Bureau After Enterprise Reform

As a business institution,Gansu Coalfield Geological Bureau is going to face ent erprise reform in accordance with the reform and deployment of State Institutions.Fo r this old-fashioned institution,the mechanism before the reform will face new adjust ments and reforms after enterprise reform.The Gansu Coalfield Geological Burea u,which has been operating in the institution management mode since it establ ished,has insufficient enterprise operational experience,The primary task facing is that the new management system will be built and innovative,and the con struction of the financial management model as an important part of the constr uction of the enterprise management system,should also be planned and deplo yed as soon as possible.and the Gansu Coal Investment and Development Compan y featured with its small-scale,few businesses and non-clear financial management m odel which operates with the Gansu Coalfield Geological Bureau,some of the rules an d regulations formulated at the beginning of the establishment were not implemente d at the document level.Therefore,after the enterprise reform of Gansu Coalfield Geo logical Bureau,it is necessary to re-construct a new scientific,efficient and modern gr oup financial management model which is suitable for unit development in light of nat ional industrial policy,development strategy and the specific conditions of each subor dinate unit.Based on the background analysis of the problems faced by the geological explor ation industry and Gansu Coalfield Geological Bureau,this thesis analyzed the specifi c requirements for the construction of the financial management model after the enter prise reform of the Coalfield Geological Bureau,and established a new financial mana gement model from these four aspects: the choices between financial management cen tralized and decentralized mode,the adjustment of the internal hierarchical governanc e structure,the coordination of the rights and responsibilities of the group companies and subsidiaries,and the establishment of a comprehensive performance appraisal syst em.All of these achievements are based on the theoretical research of the financial ma nagement model,the problems existing in the current financial management of Gansu Coal Investment and Development Company,the construction experience of other fin ancial management mode which have completed the enterprise reform,and combined with the enterprise reform policy and specific conditions of the Gansu Coalfield Geol ogical Bureau.The research on this subject has certain theoretical and practical significance.It i s an attempt to solve problems by applying financial management theory,which has c arried on the in-depth analysis on the construction of the financial management mod e of the institutions in the transition period,and has provided certain reference signific ance for the geological exploration institutions,especially for the construction of the f inancial management mode of Gansu Coalfield Geology Bureau after the enterprise re form.
