In inland river,the seaworthiness of agricultural bood is poor,the crew have low quality and is lack of safety awareness,therefore,it is the weak link of water traffic safety management.For example,the number of accidents occurred in the Yangtze River area during 2010-2014 accounts for about 20% of the total number of accidents,and the number of deaths and missing persons accounts for approximately 11%.The purposes of this study are as follows: Firstly,identify and evaluate the safety risk of agricultural ship navigation.Then,clarify the different subjects of agricultural bood management.Finally,establish the agricultural bood safety supervision mechanism and propose corresponding regulatory measures of strong operability through the analysis of the evaluation results and the division of management responsibilities.Based on analyzing the theories of ship safety system and the accident case of Tingling 9·8,and combining the specific characteristics of agricultural bood management departments,the two-level index system of navigation safety risk for agricultural bood is established.The first-level indicators consist of the ship owner,operator,crew quality,ship's seaworthiness,township shipping agency,maritime management agency and navigation environment.The secondary indicators includ the safety system,staffing,education and training,sailing skills,emergency response,safety and law enforcement,stability,age,gross tonnage,navigational facilities,fire rescue facilities,ship inspection,ship registration,crew training management,on-site cruise,information services,traffic conditions,natural conditions and channel conditions.On the basis of identifying the risk,the survey data were obtained by issuing the Investigation Questionnaire on Risk Index of Navigation Safety for Agricultural Vessel and Questionnaire of Single Factor Judgment of Navigation Risk Index for Agricultural Vessel.Taking the eigenvector corresponding to the largest eigenvalue of the judgment matrix as the index weight,the fuzzy comprehensive evaluation model is used to obtain the ranks of navigation safety risk indexes for the agricultural bood,and the value of the safety risk of the agricultural bood is calculated as 3.2370.Then it can be judged that the risk of agricultural bood navigation was generally high.According to the ranking results of navigation safety risk indexes of agricultural bood,it was seen that the indexes of the education and training,on-site cruise and ship inspection have great influences on the safety navigation of agricultural bood.Therefore,the main subjects which should be given special consideration in the construction of the regulatory mechanism are as follows: the ship owner and the operator,the township shipping agency and the maritime management agency.Through the management of the various subjects,the ship could be seaworthy and the crew was qualified.In this paper,a safety supervision mechanism of agricultural bood which includes the ship owner,the operator,the county and township government,pipe harbor and maritime management agencies is constructed.The main responsibilities of the ship owner and the operator in applying the construction,purchase,inspection and registration of the agricultural bood are cleared.And the responsibilities of the township shipping agency for ship inspection,registration,examination and certification,as well as the site supervision duties of the maritime management agency are also determined.What's more,we put forward the source management methods of the agricultural bood,which include the agricultural bood inspection,registration,ship operator examination and certification,and the maritime management agency site supervision measures which consist of site cruise,security status briefings and information services.
