Since the 21 st century,the rapid development of the Beijing-Tianjin-Hebei region has become China’s third largest economic circle.With the rapid development of the Beijing-Tianjin-Hebei region,high energy consumption and high carbon emissions have also emerged.Based on combing the current status of industrial structure,technological progress,and carbon emission in the Beijing-Tianjin-Hebei region,this paper studies the relationship between industrial restructuring,technological progress,and carbon emissions in the Beijing-Tianjin-Hebei region,and proposes to promote carbon emission reduction in the Beijing-Tianjin-Hebei area and achieve high Quality growth measures.This paper analyzes the status quo of the industrial structure of the Beijing-Tianjin-Hebei region and shows that the scale of gross domestic product and industrial added value in the Beijing-Tianjin-Hebei region has been increasing year by year;the value-added of heavy industry accounts for 78% of all industrial added value in 2015.This ratio is relatively stable at a relatively high level,and the Beijing-Tianjin-Hebei region has high-carbon emission industrial structurecharacteristics.This paper analyzes the status quo of technological progress in the Beijing-Tianjin-Hebei region and shows that the intensity of R&D investment in the Beijing-Tianjin-Hebei area has generally risen from 2011 to 2016.The number of three types of patent applications accepted and authorized in the Beijing-Tianjin-Hebei region has increased year by year from 1990 to 2016,and technological progress in the Beijing-Tianjin-Hebei region has become more obvious.This paper analyzes the current status of carbon emissions in the Beijing-Tianjin-Hebei region and shows that the total carbon emissions in the region have increased significantly.The energy consumption structure in the Beijing-Tianjin-Hebei region has not changed much since 1990,and coal is still the highest energy source.The intensity of energy consumption has been declining year by year,and energy efficiency has been increasing year by year.Judging from the inter-regional situation,there is a certain degree of carbon transfer between Beijing and Hebei provinces.Overall,the effect of carbon emission reduction in the Beijing-Tianjin-Hebei region is not significant.Through empirical analysis of the factors affecting carbon emissions,it was found that both the scale of industrial economy and the increase in the proportion of heavy industry will lead to an increase in carbon emissions.The increase in the proportion of coal consumption and the increase in economic growth will also increase carbon emissions.;Technological progress is conducive to the reduction of carbon emissions.The effects of factors such as industrial restructuring and technological progress on carbon emissions are not only regional but also sometimes feature-changing.The impact of industrial restructuring and technological progress in Hebei Province on carbon emissions is significantly higher than in Tianjin and Beijing;before 1996,industrial restructuring and technological progress had a more significant impact on carbon emissions.Through empirical analysis of the factors affecting carbon intensity,the results show that: technological progress and the increase in macroeconomic growth is conducive to the decline of carbon intensity;the increase in the proportion of heavy industry will increase carbon intensity.Factors such as industrial restructuring and technological progress have regional differences in the impact on carbon intensity,and they havetime-varying characteristics on the impact of carbon emission intensity.The impact of industrial restructuring and technological progress in Beijing on carbon intensity is even more significant;before 1998,industrial structure adjustment and technological progress had a more significant impact on carbon intensity.From the regional perspective,there are regional differences in the impact of technological progress on carbon emissions.The increase in the size of the industrial economy and the proportion of heavy industries will increase the carbon emissions in high and low-energy-consuming areas.The increase in the proportion of coal consumption and the increase in the intensity of energy consumption will also increase carbon emissions;however,technological progress is only conducive to the reduction of carbon emissions in low energy-consuming regions.Based on the above empirical findings,this paper believes that in the context of the integration of the Beijing-Tianjin-Hebei region,it is necessary to attach great importance to the intra-regional transfer of carbon emissions,optimize the inter-regional allocation of regional industrial structure,and increase the efficiency of energy use.It is of great significance for the development of low-carbon emissions in Tianjin and Hebei.
