Study On Safety Production In Linyi

Since the reform and development,as the rapid development of economic and social in our country,safety accidents occurred frequently,some of them are serious,the problem of safety in production has drawn more and more concern from the society.In recent years,the government have highly valued the safety in production,which has taken a series of major actions to make the safety in production as an important part of rectifying and standardizing the market economic order,promulgated a number of laws,clear the responsibility between the government and the enterprises,strengthen the safety supervision,serious accidents have been brought under control,the overall increase in the number of safety accidents has declined.However,due to the weak foundation,theoretical research lags behind,management system is not perfect and other factors,the national safety in production situation is still grim,which seriously hampered the healthy development of economic and social development.Linyi is the biggest city in Shandong,which have a large number of enterprises,with the rapid development of economic and social,new enterprises increase.The overall level of industry is low,which have not yet fundamentally got rid of the dependence on extensive growth mode,the deep-seated contradictions that restrict safety in production have not yet been fundamentally solved.In recent years,several serious safety accidents have occurred,which not only caused huge losses to people's lives and property,but also seriously affected the city's image.The author has worked in the safety management department over 7 years,engaged on emergency rescue,hazardous chemicals regulation and other departments,familiar with the working mechanism,gets lots of basic data on hand.This article is based on the theory of safety in production and public management,combined with the daily work,take the theory with practical research methods,take Linyi as an example,analysis of the status quo,summarize the main problems.Learning excellent experiences of supervising safety in production from the developed countries and advanced cities,put forward countermeasures and suggestions.The article is divided into five parts:The first part is the introduction,it mainly introduces the background,significance and the methods of the research;The second part is a summary of safety in production,mainly introduces the concept of safety;The third part is the present situation of safety in production in Linyi,the existing problems and the reasons analysis,mainly introduced the achievements of the work and many special actions,analysis the current problems facing on work;The fourth part introduces the theory and research status at home and abroad;The fifth part is the advices to solve the problems,including decelopment ideal,working mechanism,strengthen the team,reinforce emergency rescue and other aspects of the proposed improvements.
