With the rapid warming and urbanization,urban construction and urban environmental problems are becoming more and more prominent,and urban meteorological disasters are becoming more and more frequent.Xiamen,located in the southeastern coastal areas of China's Min Triangle city group,because of its own unique natural factors and urban construction factors,is suffering from heavy rain disaster.Based on the research progress of flood prevention and control and ecological security pattern at home and abroad,this paper takes the Tong'an District watershed area as the research object,integrates the basic theories of urban and rural planning,disaster science,hydrology and geography,and uses the DPSIR model and the analytic hierarchy process(AHP),establishs Ecological Security Evaluation System for Flood Disaster,including the vegetation coverage,water distribution and river network density,annual average rainfall,annual maximum of 24 hours Rainfall,forest coverage and other 20 indicators.The ecological security pattern of Tong'an basin was evaluated by RS and GIS techniques.The results show that the risk of flood disaster in Ao River,Shangling River,Lotus River,Tingxi area is low,and the risk of Dongxi River,Shangxiao River and Longdong River is high.Finaly,based on the study of river basin ecological security assessment and flood submerged area,the ecological security pattern of Tong'an basin is composed of high level safety pattern,middle level safety pattern and low level safety pattern.Three levels of planning strategy Core concept are put forward: high level safe area 覧 ecological protection priority,the level of safe areas 覧coordinated development,low-level safe areas 覧 urban security as the bottom line,and gradually restore the ecological process.In addition,according to the current domestic urban planning system,this paper puts forward the strategy of planning system promotion,which is divided into three aspects: planning approach 覧 docking with flood prevention and control,planning and design method 覧watershed management concept into legal planning Work and flood control measures 覧engineering measures and non-engineering measures are closely integrated,and these three aspects of work is interdependent,indispensable,to provide practical significance on urban planning work.
