Evaluation About The Performance On Eco-environmental Protection Of District Leaders Of Xiamen City

Ecological environmental protection is not only an important function of government departments,but also an inevitable choice of sustainable development of human society.The eco-environmental protection performance assessment system of district leading cadres will become an important "baton" for leading cadres to promote eco-environmental protection,and play an important role in promoting the performance assessment of ecological and environmental protection.In recent years,China has made many explorations on the assessment mechanism of leading achievements in ecological and environmental protection under the background of ecological civilization construction,and Xiamen has carried out the practice of ecological and environmental performance assessment.This paper discusses the district leading cadres law of ecological environmental protection achievements appraisal in Xiamen,summarizes the successful experience of eco-environmental performance assessment of leading cadres in Xiamen,and provides a set of model for eco-environmental performance assessment of leading cadres for other regions,so as to force district leaders change concept of development,which is of great practical significance for the current ecological and environmental protection.Methods of literature research,questionnaire investigation and case study are used in this paper.The paper expounds the necessity,importance and urgency to establish an effective eco-environmental performance assessment system of district leading cadres on the basis of reviewing the latest research results of eco-environmental protection performance assessment.Taking Xiamen as the research object,this paper introduces the researches about the eco-environmental protection performance assessment of district leading cadres in Xiamen,discusses the situations eco-environmental protection performance assessment system of district leading cadres in Xiamen,such as the evaluation subject,evaluation index,evaluation method,evaluation procedure,as well as the application of evaluation result,etc;sums up the basic experiences of the evaluation index,evaluation subject,evaluation platform,the application of assessment results,compares with Shenzhen's assessment,and points out the problems of eco-environmental performance assessment of leading cadres in Xiamen city and analyses the reasons of problems from subjective and objective factors respectively,puts forward the corresponding countermeasures from three aspects of motivation,operation mode and assurance of performance assessment;and finally proposes the research direction of eco-environmental protection performance assessment of district leading cadres in the future.
