| Recent years,the Party Central Committee of the Communist of China and the National Congress of the Communist Party of China have taken environmental protection seriouly.President Xi has emphasized that,in order to deepen the reform of the system for ecological civilization it should be legitimated and institutionalized through "si liang ba zhu".Xi has also pointed out that the enhancement of regulation and supervision of environmental protection by the Committee and Congress are significant to fasten ecological civilization and solve environmental pollution problems which have been petitioned by the people.The central environmental protection supervision group has tighten supervision on environmental violations and penalized illegal pollution with unprecedented resolution and power.Each level of government has started to emphasis the environmental protection and made some accomplishment.However,it has been noticed that some local governments have not fully followed the regulations despite of the increased pressure form the central environmental protection supervision group.Based on this environmental protection background,this paper will discuss the causes of pollution,methods to improve and possible outcomes in town S.Taking the environmental supervision as the background,combined with the development of the environmental protection work in the District T,Town S and the status quo of the people’s livelihood problems arising from the central environmental protection supervision work,this paper applies the Marxist ecological concept,the new public service theory and the supply demand theorem to Town S.Based on the environmental protection status in Town S,the main achievements of this work are to analyze the cause of the people’s livelihood issues,the benefit and the impact in this field,Finally,suggestions for solving the people’s livelihood problems are put forward.And the purpose is to constantly standardize the environmental protection work of the township government,gradually reduce the ecological and environmental problems,reduce the people’s livelihood issues,and enable the society to achieve coordinated,healthy and sustainable development.This paper summarizes the research results of eco-environmental protection in China and abroad,explains the research content and methods,and points out the innovation of the thesis.Then,the concepts of environmental protection,environmental supervision and people’s livelihood are elaborated.Then,taking Town S as an example,it introduces the basic situation of environmental protection work,and explains the specific practices and achievements of town S in environmental protection after the central government strengthens the supervision.Furthermore,it points out the possible consequences in livelihood from the strengthened environmental supervision.It was analyzed that the environmental protection supervision may cause some large-scale enterprises to shut down,unemployed traders to increase,some prices of daily necessities to rise,obvious letters and visits to rise and other more risks.The paper further analysis the reasons for a series of people’s livelihood problems caused by environmental supervision.It mainly includes the lack of legal guidance for local government environmental protection work,the one-sided development concept of local governments,the conflict between management power and service demand,the conflict of local government affairs and financial power and the difficulties to enforce the law,etc.Furthermore,this work explores the suggestions and countermeasures to solve the livelihood problems in the context of strengthening the environmental supervision work.Finally,conclusions and prospects are made. |
