| Industrial policy is an important category of public policy.The government will introduce various industrial policies to intervene in the market in order to solve problems such as market failures in the course of the operation of the market economy and to improve the competitiveness of specific industries.However,in the process of industrial policy,due to the limitations of government actions and the limitations of various factors,new defects will be created.As a result,the allocation efficiency of social resources will not be optimal and the government will fail.This study takes the industrial policy of the cement industry formulated and implemented by Shandong Province from 2011 to 2015 as the object,and decides and implements the "Twelfth Five-Year Plan" for the development of the cement industry in Shandong Province,the elimination of outdated capacity of cement,and cement industry access policy.Monitor the situation for research.Use the theory of government failure to identify problems in the cement industry policy management mechanism in Shandong Province,including the inability to determine the correct policy issues based on the actual situation of the province,the lack of multi-faceted participation in the process of the cement industry formulation process,internal government oversight mechanisms do not meet cement policy management needs,lack of effective external supervision mechanisms for cement industry policies,etc.and analyze the causes of these problems.Finally,combined with the actual situation in Shandong Province,it proposes measures to improve the cement industry policy management mechanism in Shandong Province.Including how to establish a forward-looking and professional policy decision-making mechanism for the cement industry in Shandong Province,improve the existing cement industry policy implementation service mechanism,and establish concrete proposals for perfecting internal and external supervision mechanisms for cement industry policies. |
