Research On Risk Management Of Fuel Reserve Construction Project

Judging from the current situation of China's demand for fuel oil,the fuel demand range is on the rise,and the fuel reserve becomes the basic link of the growing fuel demand.As the infrastructure connecting fuel transportation and fuel sales,the risk management in the construction process of fuel storage reservoir becomes the key content to guarantee the smooth completion of the project.From the perspective of the construction process of fuel reserve reservoir project in China,less attention has been paid to risk management,resulting in serious safety risks in the project construction.There are many problems in the risk management of the fuel reserve reservoir construction project in China,mainly including: weak awareness of risk management of the construction project,immature risk management mode,lack of professional risk management team,serious situation of copying foreign risk management process,disconnection between risk management method and the actual situation of the construction project.To strengthen risk management awareness,improve risk management level and perfect risk management mode is an important task of risk management of fuel reserve reservoir construction project in China.This paper mainly studies the risk management of the oil reserve reservoir construction project in China.By analyzing and summarizing relevant literature at home and abroad,it defines the construction project of the oil reserve reservoir,the risk of the oil reserve reservoir construction project and the risk management of the oil reserve reservoir construction project.It also summarizes the main factors that restrict the risk management of oil reserve reservoir construction project,including: weak risk management awareness,weak risk management technology,lack of relevant laws and regulations,etc.According to the process of "risk identification-risk assessment-risk response-risk prevention",the risk management problems of China's fuel reserve pool construction project are analyzed: the content,steps,methods and preliminary identification of risk identification;Contents and methods of risk assessment;Provide risk management strategies from the aspects of risk management awareness,technology,cost,security,information,schedule,field management,policy,market,etc.Strengthen risk prevention from risk prevention,risk warning system and risk monitoring in the whole life cycle.Through the in-depth study on the risk management of China's oil reserve reservoir construction project,this paper takes F oil depot construction project as an example to deeply analyze the risk management process of F oil depot construction project.The risk identification and evaluation of F oil depot construction project is conducted,and the risk response and prevention countermeasures are given.The purpose is to strengthen the risk management level of the project,ensure the smooth delivery and use of the project,and also to reduce the potential safety risks after F oil depot is put into operation.At the same time,it is also hoped that this study can be of some reference value to the risk management of China's fuel reserve reservoir construction project.
