Key enterprises discharging atmospheric pollutants shall formulate operational plans for emergency response to heavy pollution weather in line with their actual conditions.Imperfect emergency emission reduction measures not only cause great economic losses to enterprises,but also have certain potential safety hazards.This paper focuses on the preparation technology methods of enterprise emergency emission reduction operation plan,key industries to determine the base of emission reduction,emergency emission reduction plan preparation and management requirements.On the basis of full on-the-spot investigation and literature study,the technical methods for enterprises to compile emergency emission reduction operation plans was studied to determine the principles for compiling emission reduction operation plans,optimize the compilation of working procedures,refine the contents of emission reduction operation plans,and improve the scientificity of the compilation of emission reduction operation plans.Focusing on the basic technical and management requirements for enterprises to compile emergency emission reduction operation plans,considering the emergency emission reduction objectives and the economic benefits of enterprises,according to the particularity of production process characteristics of iron and steel,glass,coking,cement and other industries,as well as their respective production processes and pollution control levels,the determination of emission reduction base and emission reduction accounting methods were emphatically studied and detailed description of the emergency measures was adopted.On this basis,the operational mechanism of emergency response and the management of contingency plans were further analyzed and studied.It was proposed that the contingency organization of heavy pollution weather should be established within the enterprise,and the contents of the plan and emergency emission reduction measures should be adjusted timely by means of dynamic renewal management to ensure the fulfillment of the emission reduction targets required by the policy.According to the technical method for compiling enterprise emergency emission reduction operation plan,the determination of emission reduction base and the requirement of plan management in iron and steel industry,the framework and content for compiling emergency response operation plan were formed.According to the actual situation and technological characteristics of iron and steel enterprises,the correspondingemergency emission reduction measures under different early warning levels is formulated by means of optimizing combination which can provide more clear ideas and reference for other enterprises when drawing up plans.At the same time,it was also verified that the technical methods for preparing operation plans and the methods for determining the base of emission reduction are scientific and effective,and can achieve the corresponding response capacity and emission reduction effect,and provide technology thinking and reference for different industries to draw up more targeted operation plans.
