With the rapid development of worldwide industrialization, the industrial parks have been emerged like the bamboo shooting after a spring rain. But in the economical developed areas where chemical enterprises distributed concentratively, industry accidents occurred frequently. These accidents not only brought about heavy casualties and economic losses, but also have threaten the stability of the society and the security of ecological environment. In order to decrease environmental pollution by dangerous chemical accidents and safeguard people's life safety, it is urgent to establish the emergency response system for regional environmental pollution caused by dangerous chemicals.The paper has made an integrated analysis of the regional environmental risk between environmental receptors and dangerous chemicals risk sources, and adopted analytic hierarchy process (AHP) to build the model of the regional environment risk assessment, according to characteristic of dangerous chemicals. Some major risk factors which were selected out by the means of AHP, affecting the regional environment, were hazards of chemical substances, hardware factors and leakage fatalness in turn. Among them, the most contribution to hazards of chemical substance, comes from toxicity, followed by fire and explosion fatalness; to hardware factors, the most contribution comes from the storage of dangerous chemicals; to leakage fatalness, it comes from leakage. At the same time, with consideration of sensitivity of environmental receptors, function and types of environmental sensitive areas have been divided.Based on the synthetic analyses of regional environmental risk, the emergency classification for regional environmental pollution caused by dangerous chemicals should be divided into four levels: especially serious environmental accidents (I -level), serious environmental accidents( II -level), relatively serious environmental accidents (Ill-level), general environmental accidents(VI -level).Moreover, on this basis, the paper has set a new frame of the emergency response system establishment of regional environmental pollution caused by dangerous chemicals, which has brought emergency plan system and computer aided decision-making system into establishment of emergency response system, in order to provide useful reference for the establishment of the emergency response system for regional environmental pollution caused by dangerous chemicals in China. Therefore, the emergency response plan is the core of the emergency response system, which is composed of three parts: the overall plan which would play a decisive role in standardizing, coordinating and guiding emergency response process; sub-plan which makes monitoring, rescue, pollution control and remediation program in view of serious accidents caused by dangerous chemicals, could enhance the operability of dangerous chemicals accident scene; accessory parts which explained and complemented about overall plan and sub-plan. Besides, the computer aided decision-making system could ensure effective implementation of the emergency response plan, and by the means of computer technique and "3S" technique, integrating multi-aspect and multi-level resources and effectively improving the emergency ability of the government for regional dangerous chemicals accidents have been achieved.Taking Kun Shan as example, the paper made an empirical analysis on the establishment of the emergency response system for regional environmental pollution caused by dangerous chemicals. There have been more than 200 enterprises for the production, use and storage of dangerous chemicals in the whole city, leading to the risk of pollution by dangerous chemical accidents. To enhance the ability of prevention and emergency, the paper has also established the emergency response system of environmental pollution caused by dangerous chemicals in Kun Shan.
