The Daily Waste Harnessing Research In Village P Under The Perspective Of Multi-center Theory

With the improvement of overall development level in rural areas,farmers nowadays increasingly live a well-off life.However,one of the upcoming negative consequences is the change of living environment in rural areas.View of green mountains and and crystal-clear rivers has been changed into the picture of village cycled with garbage,moreover there is a spectacular phenomenon where garbage is blown up around the sky by strong wind which seriously affects the rural village appearance.In the 18~thh national people’s congress of CPC,it has been proposed that China should strengthen the construction of ecological civilization,make the beautiful China.To react the response of central government,Guang Xi province has exercised according environmental actions especially in rural areas,in order to strengthen the governance of living garbage in rural areas.Via this task,although the problems of living garbage pollution have been relatively relieved,there are still some problems remaining unsolved.Therefore,analyzing the behaviors of governments,officials and villagers in rural areas,digging into the thinking logic deeply rooted in their mind,is significant to enhance the construction of beautiful villages.In this paper,the author attempts to employ approach of real-site investigation and research,based on the theory of multi-centered governance,trying to analyze the governance issue of garbage in rural areas and the governance attitude of the governance main body,namely governments,officials and villagers.Consequently it has been concluded that the multi-centered governance system of living garbage governance has yet been formulated.And furthermore there are several dilemmas such as mobile style governance of governments,incomplete policies and regulations,being too single of governance main body,insufficient capital investment,dereliction of duties,weak environmental protection awareness of villagers,insufficient social capitals in rural areas and so on.Therefore,this paper proposed that in order to improve rural living garbage governance level,we should exercise multi-centered governance measures which have been oriented by the governments,highly participated by villagers and involved with self-governance social organizations.
