Study On The Ecological Compensation Mechanism Of Water Source In The Middle Route Of South-to-north Water Diversion Project

The South-to-North Water Diversion Project is one of the most important water conservancy projects in China in twenty-first Century,its core purpose is to solve the problem of water resource distribution in China’s North South drought floods is not uniform,the whole project is divided into the west,middle and East three projects.The line is the most important part,from Shaanxi Danjiang and Hanjiang River.The Danjiangkou reservoir is the water source of the middle route project.But with the project water supply operations have been carried out,in the Danjiangkou area is gradually has some problems of soil erosion,while the water quality also appears on the situation significantly reduced,caused certain impact on the local ecological environment and water resources as the people’s life.Ecological A class of resources has typical attributes of public goods and externalities,while the current development of water resources in Danjiangkou Reservoir is due to the defects in the existing compensation mechanism.It leads to unreasonable distribution of economic benefits between water resource providers and beneficiaries,and some unfairness to the development of water sources.In view of this,this paper focuses on the ecological protection mechanism in the middle-line project of the South-to-North Water Diversion Project,focusing on the research of the ecological protection mechanism,and mainly completes the following research :First of all,the research background,significance and existing research results in this field are summarized,and the main research contents of this study are briefly summarized,and the research methods and technical routes to be adopted in this study are introduced.Then the theory of water source ecological protection mechanism is summarized.The concept and principle of ecological compensation,the method and calculation standard of ecological compensation,the theoretical basis of ecological compensation mechanism such as Marx’s labor theory and externality theory,and the framework of theoretical system are discussed in detail.The ecological thought of Marxism is an important ideological for ecological protection.It is necessary to protect the environment on the South-to-North Water transfer Project under the thought about harmonious coexistence between man and nature.Discussing the relevant theories of ecological protection,and analising needs of its ecological compensation.Then determining compensation’s subject,object and amount from socio-economic and natural conditions.Finally,construct the ecological mechanism of water source area in the middle route of South-to-North Water transfer Project.First,from the horizontal compensation mechanism,vertical compensation mechanism to complete the government compensation mechanism construction,and then from the determination of water rights,market operation mechanism,price formation mechanism to complete the construction of the market compensation mechanism.
