Application Of PPP Mode In Sewage Treatment

According to the published China Environment Bulletin,water pollution has intensified and invaded rivers and lakes in China each year,and the situation has not been substantially alleviated.In addition,China's three wastes and sewage discharges have also increased year by year.Large amounts of wastewater are discharged directly without treatment to the river.Therefore,it can be seen that the construction and popularization of sewage treatment facilities are imminent.In the 1970 s,the sewage treatment industry rose in China.After the encouragement of the State Council after 2002,the sewage treatment industry was booming.However,due to heavy government burdens,it was difficult to move forward and gave birth to the development of the government's PPP model.The PPP model satisfactorily solved the government's ever-increasing demand for infrastructure,the shortage of funds,and the search for profitability of social capital.It has gradually developed with the support of the state in many ways and has continuously promoted cooperation between government capital and social capital.The state continuously intensified the guidance and support,determined that the sewage treatment projects use the PPP mode of operation,innovated the comprehensive treatment mode of sewage treatment,to optimize the way of sewage treatment,to improve the quality and efficiency of public services,and to reduce the cost of public services for sewage treatment.The specific content of this paper is divided into six chapters: The first chapter is the introduction part.Firstly,it puts forward the research background and research significance.Then it states the research content and research methods of this article.Then it comprehensively combs domestic and foreign related research literature,and finally thinks about the innovation and deficiency of this article.The second chapter introduces the theoretical basis of the PPP model of sewage treatment project,which mainly includes: public product supply theory and new public management theory,and introduces the types and characteristics of PPP model.The third chapter is the introduction of the case,mainly expounding the main content of the project,project implementation process and project social capital.The fourth chapter is a case study.In the case of the Yunan County,the whole sewage treatment bundled with PPP project mainly focuses on the corresponding research from the four aspects of necessity,feasibility,financial evaluation and risk sharing.The fifth chapter is based on the reading of a large amount of domestic and foreign literature and the content of the fourth chapter.It proposes some targeted suggestions for the problems faced by the PPP model of wastewater treatment projects,and tries to construct a comprehensive PPP mode policy framework for wastewater treatment.
