Research On The Life-long Responsibility System Of Major Environmental Policy Decisions

The environmental decisions will influence one of the basic livelihood issues,that is the environment people live on.Because of its unpredictability and complexity,an environmental decision could influence several generations' lives.In recent years,a lot of resource-wasting and financial losses have been caused due to the mistakes made by the government in environmental decision-making.Moreover,the Chinese environment is facing a severe situation currently.In order to maintain the authority of environmental governance,the government puts forward higher requirements on the environmental governance capability.Since the Fourth Plenary Session of the 18 th CCP Central Committee put forward the establishment of the lifelong accountability system for major administrative decisions,the system of lifelong responsibility for major environmental decisions have emerged accordingly.Through the local governments' implementation of the lifelong accountability system for major environmental decision-making in the environmental governance,we must achieve the goal of encouraging the government to actively perform its duties and encouraging local governments to improve their capabilities of environmental democratic decision-making,scientific decision-making and law-based decision-making.Firstly,the author illustrated the research background and research status at home and abroad.Secondly,the paper told us what is the life-long responsibility system of major environmental decisions.Thirdly,there were the theoretical basis about the system.As for the forth and the fifth part,the paper talked about the realistic dilemma what the system faced and how to solve them.In fact,there exists much insufficiency in the existing accountability system for major environmental decision-making lifelong responsibility.Therefore,this dissertation mainly focuses on how to define the scope and object of lifelong liability of major environmental decision-making reasonably,how to clarify the standard of responsibility of major environmental decision-making and lifelong responsibility,and how to explain the significance of legal procedures for the environmental decision-making responsibility investigation.
