The Research Of Guizhou's Hezhang System

Since the beginning of reform and opening up policies,China's established the guiding ideology of economic construction as its center,and achieved remarkable achievements in social and economic development,and as a result,people's living standards have also been increasing.However,at the same time,China's environmental pollution problems have become more and more prominent,and sudden environmental accidents have become more frequent,which seriously endangers social public safety and people's health.China has carried out a series of institutional designs,but it has little effect on curbing the deterioration trend of the water environment and improving the water environment.Against a background of the need for water environmental governance and the inability of existing systems,Hezhang system has emerged as an innovative system because of its outstanding achievements in water management and has been quickly promoted throughout the country.Many provinces begin to explore and practice this system.Guizhou province,as a province which establishes this system later,also hopes that the system will be a good solution to its serious problem of water pollution.Guizhou has explored and carried out this system in 2009,and now it has promoted throughout the whole province.This thesis firstly discusses the concept and the definition of Hezhang system,mainly drawing on those given by other scholars and experts,so as to find out and analyze its essential characteristics,and on this basis to explore its legal basis and practical needs and progress;Secondly,this thesis sorts out the practice of Hechang system in Guizhou province,and analyzes emphatically the shortcomings and difficulties in practice in Guizhou province.Then,on the basis of the current situation of water environment in Guizhou province,the thesis discusses the feasibility and necessity of legislative guarantee.Finally,the author discusses the legislative framework of Hezhang system in Guizhou,including the main responsibility,working mechanism and its main contents,with a view to providing useful suggestions for thelegislation of Hechang system in Guizhou.
