Sudden environmental incident is mainly due to the production process,natural disasters,safety accidents and other toxic and harmful substances into the environmental media and can cause sudden damage to the environment.The chemical explosion took place in Tianjin Port on August 12,2016,and the sewage discharge incident at the Hanzhong Zinc & Copper in Shaanxi Province on May 5,2017 had a rapid and devastating impact on the safe and orderly development of the state,society and people.Xinjiang occupies a very important position in the Belt and Road Initiative of the Central Committee.In order to make rescue work more effective,minimize losses and ensure that emergent environmental plans play their full role in the event of an environmental emergency,a variety of management measures should be adopted while responding positively to the country's sustainable development strategy.More management ways should be adopted and pollution brought by the development of enterprises to the environment should be reduced,so that they can make the enterprises towards the development of ecological harmony.The emergent environmental plans can make emergency rescue work in time,order and effective,and it can reduce casualties,property losses and environmental pollution caused by accidents to a certain extent.As for the emergent environmental plan,there is a scientific and operational index system in need as a support,so that the enterprise managers can make reasonable preparation of the plan.This paper makes a research on the emergency plans of enterprise emergency environmental events.Based on the comprehensive investigation of the emergency environmental plans preparation methods and methods of evaluation,and taking emergency environmental plan of a textile enterprise Co.,Ltd.in Xinjiang as an research case.In the course of the study,a large number of previous scholars and experts on the construction of the emergency plan indicator system are refered,and indicators are collated and summarized.Considering the latest laws and regulations of the state and its own characteristics in the development of textile enterprises,the Delphi method is used to screen the index system twice to establish the frame structure of the evaluation index system for textile enterprises.By means of the analytic hierarchy process to calculate the weight value,and establishing a fuzzy comprehensive evaluation model,finally,the evaluation index system of textile enterprises is established and enriched,and a textile enterprise in Xinjiang is taken as an empirical study.It provides practical reference for the related research of the evaluation index system of textile enterprises and promotes the sustainable development of textile enterprises.The main findings are as follows:(1)For the method of selecting the type of indicator,this article uses the Delphi method combined with expert consultation twice in conjunction with the new “Guide to Evaluation Work” of the former Ministry of Environmental Protection.Based on the principles of science,feasibility,representativeness,comprehensiveness,stratification and systematization,regional applicability,and objectivity,a scientific and reasonable evaluation index system is selected and constructed.On the foundation of the rational and effective use of these methods,five secondary indicators and 25 tertiary indicators are established,including the scientific nature of emergency plans,the rationality of emergency plans,the completeness of emergency plans,the operability of emergency plans,and the flexibility of emergency plans.(2)The constructed index system is suitable for the emergency environmental plans of textile enterprises.It is feasible to use the index to prepare the plans.Two special indexes are proposed for the evaluation of of textile enterprises: fire risk assessment and smoke warning.(3)Empirical study has achieved good results.The fuzzy comprehensive evaluation model is applied to the emergency plan of a textile company in Xinjiang,and the final evaluation results are as follows: according to the maximum membership principle,the highest degree of membership comes from general level,is 0.3325,which means that the emergency response capacity of the plan is general,and there needs to strengthen overall.
