With the rapid development of our country's economy and society,the environmental problems of our country are becoming more and more complicated and changeable.One of the important aspects is solid waste,and the most important thing to be solved is hazardous waste.In recent years,hazardous wastes have gradually aroused the attention of all parties,and the management of hazardous wastes has become a hot spot of research.Hazardous wastes are different from solid wastes in general,they are more harmful and have a wider range of impacts.It will last longer and become more difficult to dispose of.At present,there are a series of problems such as increasing production of hazardous wastes,uneven distribution of disposal facilities and insufficient disposal capacity in China.Therefore,we should strengthen the management of hazardous wastes,improve the management level and strengthen the management.The management of hazardous wastes in China is still in the underdeveloped level.As a result,the law plays an important role in the management of hazardous wastes,and the management of hazardous wastes in our country is still a cause that needs to be promoted by law.Therefore,the important problem in the management of hazardous wastes is the legal problem.It is the key link of the management of hazardous wastes to analyze the problems existing in the law and put forward suggestions.The legislation of hazardous waste in our country is not perfect enough,although our country has carried on the stipulation to the hazardous waste,but does not have the special legislation,has not classified the management system of the hazardous waste into a law.The authority of the law is greatly diminished in the actual law enforcement,and the pipeline of hazardous waste is not perfect in the management system: the classification system of hazardous waste has not been established,Classification of hazardous wastes is based solely on the National list of Hazardous wastes;in the identification system,the manpower,material and financial resources are large,and the time is so long that new hazardous substances may be produced during the identification process;There are also many problems in the system.For example,the transfer list system of hazardous wastes in our country is relatively backward,the paper binder is still used in most areas,and the application of electronic binder is not widely popularized.The paper paper list is not only a waste of time but also a waste of resources,which is inconsistent with the environmental protection policy of our country.Therefore,our management of hazardous wastes should mainly start from the above aspects: speeding up the establishment of a special law on hazardous wastes,adopting as soon as possible the Law of the people's Republic of China on the Prevention and Control of Hazardous waste pollution,perfecting the classified Management system,Develop detailed enforceable standards and rules;simplify identification procedures to exempt less hazardous wastes;use scientific and technological means to implement electronic linkage systems to simplify procedures for the transfer of hazardous wastes and improve the efficiency of hazardous waste transfer,Reduce new hazards in the transfer process.
