Research On China's Mine Environmental Governance Recovery Fund System

How to establish this system? It is an important issue that needs to be resolved urgently.Based on the general theory of the system,the paper uses the basic methods of normative analysis and comparative analysis,mainly from the following aspects: First,the paper's concept,nature,basic content,and conversion of the mine environmental governance deposit and mine environmental governance recovery fund Rationality and basic theories are expounded as the basic theory of the research.Then,the paper analyzes the process of the institutional change of the mine environmental governance recovery fund in China,especially the transformation process from the mine environmental governance deposit to the mine environmental governance recovery fund.The legal problems in the construction of China's mine environment restor ation fund system;Through the analysis of mine environmental governance recovery funds in the United States,Canada,Australia and other countries,the lessons learned from China's mine environmental governance recovery fund are summarized.Finally,the paper mainly consists of legal convergence and legislation.The conception,basic principles,fund use,and dynamic supervision started from several aspects,and put forward a tentative plan for the establishment of a mine environment governance recovery fund system with Chinese characteristics.
