Research On Kailuan Group Supervision Management

Supervision management is an important function of internal supervision within Party committees and governments at all levels.Especially in state-owned enterprises,it becomes a leading link and efficient way to ensure the implementation of decisions.The ability of supervision management relates to the survival and development of enterprise.Strengthening research on supervision management and creating operation system and evaluation system of supervision management is significant to improve the implementation capacity of Kailuan group,adapt to the fierce competition of coal market and promote enterprise restructuring and development.This paper sums up improvable experience by sorting out the theoretical research and practice situation at home and abroad of supervision management.It also analyzes the feature of enterprise supervision management and points out the differences between supervision management and other inspection methods within the enterprise.Then,It puts emphasis on the necessity of supervision management within state-owned enterprises and indicates the influencing factors and theoretical basis for upgrading the supervision management quality.This paper reveals the problems existing in the work of supervision management of Kailuan group by using organization structure theory,management level theory,business process reengineering theory,questionnaire methodology,statistical analysis method and so on theories.Meanwhile,it analyses the causes of the problem of supervision management from different standpoints such as staff,institution,management,regulation and procedure.Then,it builds an evaluation system for supervision management of Kailuan Group and completes quantitative empirical evaluation of supervision management in 2017.After pointing out the basic idea and approach to enhance the quality of supervision management,as well as the corresponding countermeasures and suggestions,this paper finally draws an conclusion on the model which adapts to the reality of state-owned coal enterprise.In view of the lack of quantitative evaluation of present supervision management ability in state-owned enterprise,this paper tentatively presents a plan to improve the ability of supervision management of Kailuan Group,and designs a quantitative evaluation method and an index calculation method for supervision management capability.It will have important referential value for large state-owned enterprises to carry out the supervision management work.
