Study On The Environmental Administrative Interview System

The new era has put forward new requirements for environmental law enforcement.On the one hand,environmental problems are becoming more and more serious,and in the face of environmental problems of priority is given to protection,prevention is given priority,and it is relatively hidden and difficult to find.Making environmental administrative law enforcement need soft,timely,practical and efficient flexible law enforcement means in addition to rigid law enforcement;on the other hand,with the implementation of administrative democracy,the concept of administrative rule of law,the transformation from traditional government to service-oriented government,the government pays more attention to equality,participation and cooperation in the field of environmental law enforcement,and also requires the transformation of the mode of environmental law enforcement.On this basis,the system of environmental administrative interview has come into being and developed.It not only meets the practical needs of environmental administrative law enforcement,but also accords with the idea of administrative democracy and administrative rule by law.In recent years,the system of environmental administrative interview has been developed and perfected both in legislation and in specific forms of implementation.However,the environmental administrative interview system is still not mature,there are still some problems,such as weak theoretical basis,controversial legal attributes,inadequate legal basis,imperfect supporting system and so on.Therefore,the author will analyze the theory of environmental administrative interview,including connotation,legal attribute,system value and so on,and combine with reality to understand the existing problems of the system.Finally,from the system idea and principle,system content and procedure,etc.This paper probes into the perfection of environmental administrative interview system in China from the aspects of supporting system and so on.
