Abstract/Summary:
In this paper, through systematic research on the geological background, resource potential, resource exploration and development status, and investment environment of major regions in Africa,we analyze the advantages of regional mining development, and combine the needs of China to carry out regional resource exploration layouts, mining development layouts, corridors, and infrastructure.Research on construction layout, etc.;comprehensively propose China’s overall strategy and planning for resource exploration, development and utilization in Africa in different areas of cooperation and regions, and provide scientific support for the realization of China’s global strategy.Taking China’s outbound investment as a goal, and taking into account the accuracy and complexity of the indicators, the comprehensive analytical, scoring, and ranking of the investment environments of 54 African countries were conducted using the mature mathematical theory model of the Analytic Hierarchy Process.Considering the socio-political environment, mining policies, relevant laws, market environment, international relations, and infrastructure of all countries,54 African countries are classified into four categories based on the merits of the investment environment. They are the first category: South Africa,Zambia, and Botswana.Algeria,Angola,Egypt,Ethiopia,Ghana,Cameroon,Djibouti,Benin,Tanzania,Equatorial Guinea,Namibia,Nigeria;Category II: Morocco,Burkina Faso,Sudan,Mozambique,Cape Verde,Togo,Zimbabwe,Gabon,Uganda,Chad,Congo(Brazzaville),Kenya,Rwanda,Burundi,Mauritania;Category III: Sierra Leone,Eritrea Mauritius,Malawi,Liberia,C?te d’Ivoire,Guinea,Comoros,Seychelles,Madagascar Sao Tome and Principe,Gambia,Congo(DRC),Central Africa;Category IV: Niger,Libya,South Sudan,Tunisia,Guinea-Bissau,Senegal,Lesotho,Swaziland,Somalia.Finally,suggestions are made from four aspects: mining investment region, mineral resources exploration, mineral resource development, and mineral resources related industries:1)Top 15 countries and regions in Africa mining investment priorities: South Africa,Zambia,Botswana,Algeria,Angola,Egypt,Ethiopia,Ghana,Cameroon,Djibouti,Benin,Tanzania,Equatorial Guinea,Namibia,Nigeria.2)Top 10 projects to be considered as priorities for African mineral resources exploration cooperation: Algeria oil exploration cooperation,Angola oil exploration, natural gas exploration in Mozambique,diamond-copper-nickel exploration in Botswana, iron ore-gold exploration in Madagascar, gold exploration in Tanzania,Ghana Mine Exploration,Gold Exploration in C?te d’Ivoire,Exploration of Mali Gold Mine,Diamond Exploration in Congo(Gold).3)13 major projects that Africa’s mineral resources development cooperation will give priority to: Egypt’s oil and gas,Sudan Petroleum,Nigeria’s oil and gas,South Africa’s diamond-Platinum-Nickel,South Africa’s iron-Chromium-Manganese ferrous metals,Zimbabwe chromite-gold ore-Platinum Family,Namibian uranium mine,Gabon manganese mine,Moroccan rock phosphate,Zambia manganese-copper-cobalt,Congo(gold)copper-cobalt,Guinea bauxite-iron ore-gold,Liberian iron ore.4)Africa’s mineral resources related industries give priority to five major sectors: petroleum processing industry, copper smelting industry, steel industry, aluminum industry and infrastructure investment.
