Demarcation Of Ecological Protection Red Line In Typical Steppe Of Inner Mongolia

The red line of ecological protection refers to the strict control and control boundary demarcated by the law in key ecological functional areas or ecological environment sensitive/fragile areas,is the mandatory strict protection of space to safeguard national and regional ecological security pattern.This red line also means the basic ecological guarantee for the sustainable development of human settlement environment and economic society.Therefore,the demarcation and maintenance of ecological protection red line is the basic way to ensure the sustainable development of human settlements and economic society.In recent years,the CPC central committee and the state council have attached great importance to the demarcation of ecological protection red lines.In this paper,the core part of the grassland in Inner Mongolia-West Wuzhumuqin Banner is selected as the research area.On the basis of analyzing the ecological environment in this region,it refered to the technical guide on the demarcation of ecological protection red line,and combined with the local ecological environment,selected four indicators-the sensitivity of land desertification and soil salinization,the importance of water conservation and the prohibition of development area.On the basis of the importance of ecological protection,using the method model determined by the ecological protection red line range,determine the scope of the red line of the West Wuzhumuqin Banner ecological protection.Then,combined with the social economic and ecological environment management of the typical steppe in Inner Mongolia and West Wuzhumuqin Banner put forward the corresponding ecological protection red line management measures.The results prove that:The total area of the ecological protection red line area of West Wuzhumuqin Banner is 6771.80km~2,accounting for 30.29%of the total land area of the West Wuzhumuqin Banner and all of them are distributed.The land desertification sensitive red line area is 2842 km~2,accounting for 41.98%of the total area of ecological protection of West Wuzhumuqin Banner,It is mainly distributed in and around the area of the Gullah,The sensitivity of land desertification in this area is high,the region should be protected,to ban all damage to the ecosystem development activities,to prevent the desertification area of continued expansion,active control measures should be taken at the same time,carry out effective artificial ecological restoration work in time to gradually restore the original ecological service function.We will intensify efforts to carry out ecological rehabilitation.Soil salinization sensitivity red line area is 575 km~2,accounting for 8.49%of the total area of ecological protection of West Wuzhumuqin Banner.It is mainly distributed on both sides of the river and low-lying areas with poor drainage,where is in the northwest of the West Wuzhumuqin Banner.The region should make reasonable use of water resources to avoid the aggravation of salinization.The red line area of the soil and water conservation service is3017 km~2,accounting for 44.55%of the total area of the ecological protection of the West Wuzhumuqin Banner.It is mainly distributed in the area with high slope and high vegetation coverage in the west slope of DaXing AnLing in the southeast of West Wuzhumuqin Banner.The region has fuctions such as climate regulation,water conservation and so on.Therefore,we should intensify efforts to protect the area and prohibit all development activities that harm the ecosystem,and ensure the sustainable use of its water and soil conservation functions.The red line area of the development zone is 989 km~2,accounting for 14.6%of the total area of the ecological protection red line of the West Wuzhumuqin Banner.It is mainly distributed in Gurigesitai Nature Reserve,where is in the southeast of West Wuzhumuqin Banner.The region is of great significance in maintaining biological diversity and must be strictly protected.Therefore,soil and water conservation services have the largest red line area in the four ecological red lines of West Wuzhumuqin Banner and the soil salinized red line is the smallest.Compared with other methods,this paper uses the software of ENVI,ArcGIS and other geographic information systems and uses method of combining the qualitative and the quantitative.With spatial analysis techniques,it builds the ecological protection index system of the Red line drawn,reflects the West Wuzhumuqin Banner ecologicalenvironmentsensitivitymoreobjectivelyand accurately,dominates the importance of ecosystem service function very well.Therefore,it provides scientific basis for the ecological environmental protection management of the typical steppe in the west and the whole Inner Mongolia,and also provides reference for the demarcation of ecological protection red line in other regions.
