| Since 1990s, along with the continuously rapid development of social economy in China, the demand for land resource has been increasing greatly and land use pattern has been changing, while the scale of construction land is increasing fast. Due to the emphasis on economic aspect in our developing process, more attention was put on ensuring the demand of development during the land use planning, with the protection of cultivated land resource and eco-environment neglected. Consequently, a series of social and environmental issues appeared in recent years, including the embezzlement of too much land resource and serious damage of eco-environment. Therefore, a scientific and reasonable land use planning has become an urgent issue in the overall land use planning and land management. During the planning, both of the cultivated land protection and the protection of eco-environment should be taken into consideration. The scientific and reasonable plan and layout should be conducted from the aspect of protection, thus providing guarantee for the eco-safety of land.Taking Linan city in Zhejiang province, a typical hilly city located in the Yangtze River Delta region with developed economy in China, as the example in the study, county level as the research scale, and remote sensing and geographic information technology as the major research methods in combination with methods related with regionalization of eco-environmental function, this thesis tried to propose practical methods for ecological protection red-line delineation on county scale and studied the regional land use zoning on the basis of the ecological protection red-line delineation with the comprehensive assessment on the eco-environment sensitivity and importance of ecosystem services.The main results and conclusions were as follows:(1) After analyzing the land use and ecological environment status of Linan systematically, this study comprehensively evaluated the eco-environment from both of the sensitivity of eco-environment and the importance of ecosystem services by using multi-factor evaluation methods, and on the basis of the evaluation, the ecological protection red-line was delineated. The area within the ecological protection red-line was 71731.99 hectares, accounting for about 23% of the entire city.(2) Based on the result of ecological protection red-line, in combination with the theories and methods of land use zoning, the methods and principles for land use zoning based on ecological protection red-line were discussed, including the land use zoning and land use control zoning. The area within the ecological protection red-line was included in the prohibited zones in the results of land use control zoning, which accounted for 25.11% of the entire city. |
